Job Description

 

Médecins Sans Frontières (also known as Doctors without Borders or MSF) is a private, non-profit, international humanitarian medical organization that intervenes in emergencies and crisis situations to relieve human suffering resulting from unmet medical needs. MSF observes strict neutrality with respect to politics and provides its assistance without discriminating on the basis of race, religion, ideology, or political affiliation. MSF’s members are required to respect humanitarian principles and principles of medical ethics at all times.

 

MSF-Holland in Ethiopia currently operates in four projects (North Gonder, Abdurafi project, in Tigray-Shire project, in Somali region Project, in Gambella region; Kule project with diversified workforce.

 

Main Purpose
Plan, organize and evaluate the SRERU nursing activities according to MSF values, policies, and protocols utilizing universal health standards as a guide to assure the quality of health care and the development of a plan of action.

 

Accountabilities
•          Carry out the functions and tasks associated to his/her specialty, i.e. perform as a nurse, midwife, nutrition assistant or nurse aid /HO whenever required or needed, in order to optimize the resources, contributing with his/her knowledge and experience.

•          Implement all the protocols and hygiene procedures, and supervise his/her team following the same standards, in order to warrant the quality of the care and service in his/her specialty.

•          Organize and coordinate the activities of his/her team (week’s schedule, annual leave, absences, etc.), evaluate their performance and define and ensure the needs for training of staff, in order to ensure the coverage of the human resources needs and maintain high standards of quality.

•          Carry out and/or supervise the ( decentralized) pharmacy and medical equipment management (drugs orders, follow-up of the stock, storage conditions, inventories, follow-up of expired drugs and their destruction, drugs consumption, etc.) in his or her department, in order to satisfy the needs of material with efficiency and effectiveness.

•          Carry-out and/or coordinate administrative (exit-paper, transfer-paper, etc.), information and data collection (patient files, forms, statistics, etc.) tasks, and elaborate regular reporting, in order to have updated and reliable information about the day-to-day activity in the project, output/ outcome and support decision-taking.

•          Give feedback/ reports to medical focal point.

 

 

 

 

MSF Section/Context Specific Accountabilities
The Somali Region Emergency Response Unit (SRERU) of MSF is a specialized project designed to provide rapid assistance in case of primary emergency scenarios in Somali region. These may include outbreaks of vaccine-preventable diseases, acute watery diarrhea, malnutrition, displacement of populations, or mass casualties. The focus of SRERU is on collaborating with other NGOs and governmental partners to provide short-term interventions. Their main objective is to support the emergency phase and to build capacity and advocate for a hand-over potential. The project is based in Jigjiga, Somali region.

 

Along with the accountabilities mentioned earlier, this position would also have additional duties as needed by the project.

·       Supervise and support team members to provide quality care

·       Maintain an overall awareness of how the team is functioning

·       Prepare weekly schedules of activities in collaboration with the Nursing manager

·       Ensure a safe and clean working environment

·       Manage general stock management of supplies during intervention

·       Ensure emergency boxes are up to date, checked weekly, and remain well organized

·       Execute emergency referrals from activity location to health facilities, including safe transport, administrative procedures, and proper handover

·       Collect relevant and requested data in an accurate manner. Perform simple analysis.

·       Collaborate with other medical departments and contribute to regular reporting of the project as well as to assessment/intervention reports.

·       Plan, coordinate, and supervise the daily medical activities of the intervention team

·       Collaborate and contribute to a good working environement with regional/ district health teams,  governement health care workers and stakeholders.

·       Monitor and be responsible for passive cold-chain when needed.

·       Provide training, case discussion, and/or on-job training to team members/ stakeholders, government health teams, etc, in collaboration with the NAM

·       Manage pharmacy, food, and medical equipment (carrying out inventories, checking its quality and its functioning, storage conditions, doing follow-up of expired drugs, etc.)

·       Participate in public health emergencies responses and investigations like epidemic/pandemic response, health and nutrition emergency response and the likes.

·       Support the NAM in recruitment/ HR needs of the nursing/medical team when needed.

·       Collaborate with the Medical Activity Manager (MAM) to ensure the staff’s health and carry out specific tasks.

·       Execute other responsibilities as required by the supervisor.

·       Be ready, able, and willing to deploy for outbreak responses.

·       Be able to move locations in terms of activities across Somali Region, including overnight stays (multiple) outside of Jigjiga. Assessment and intervention locations could be in remote locations with basic living conditions.

·       Demonstrate flexibility and a lead-by-example approach given the dynamic nature of the project.

Job Requirements

Education Essential: Specialty degree in nursing or midwifery with a valid Nursing/Midwife practicing license.

Desirable: Diploma/degree in public health

Experience Essential: Minimum of 2 years of clinical supervision work experience with MSF, NGO/government/private institutions.

Desirable: Experience in outbreak response (especially measles and cholera), mobile/inpatient nutrition pharmacy management and health promotion.

Languages Local language (Somali) essential

Mission language (English) essential

Knowledge Essential: computer literacy (word, excel, powerpoint, emails and internet usage)
