Job Description
.
Médecins Sans Frontières (also known as Doctors without Borders or MSF) is a private, non-profit, international humanitarian medical organization that intervenes in emergencies and crisis situations to relieve human suffering resulting from unmet medical needs. MSF observes strict neutrality with respect to politics and provides its assistance without discriminating on the basis of race, religion, ideology, or political affiliation. MSF’s members are required to respect humanitarian principles and principles of medical ethics at all times.
MSF-Holland in Ethiopia currently operates in four projects (North Gonder, Abdurafi project, in Tigray-Shire project, in Somali region Project, in Gambella region; Kule project with diversified workforce.
Main Purpose |
Organizing and ensuring medical consultations to the target population providing treatment to patients within the scope of his/her medical competencies and referring them when appropriate, according to MSF protocols, procedures and the universal hygiene standards in order to guarantee quality and efficiency of the service provided. |
Accountabilities |
• Ensuring the implementation and standardization of MSF clinical policies, tools, and hygiene protocols in order to minimize clinical risks and to guarantee the quality of patient care management. Promoting and maintaining confidentiality regarding all patient cases and records
• Implementing diagnosis, prescription and prevention procedures that fall under the scope of his/her competencies applying medical knowledge, asking appropriate questions to patients and following protocols in force as well as using laboratory services when necessary, in order to ensure a correct implementation of the medical treatments and to refer patients when appropriate. • Participating in the planning and supervision, in close coordination with other supervisors, the HR processes (sizing, staff shifts, recruitment, training, evaluation, development and communication) of the team in order to ensure both the sizing and the amount of knowledge required, improve people triage capabilities, their motivation and commitment and their active participation in teaching the targeted population on therapeutic and preventive protocols. • Ensuring that all staff using medical devices are qualified and trained. Ensuring cleaning and minor maintenance tasks are performed according to the protocols. Reporting any malfunction to the project biomedical service. List item • In cases of emergency, carrying out first aid care and treatment according to protocols in order to reduce mortality rates • Recording in the individual patient’s card and registration books, all performed medical activities (drugs prescribed, lab results, vaccination status, epidemiological activity, doses, etc.) keeping data traceability in order to ensure patients treatment continuity. • Participating in data collection and reporting when required • Knowing and implementing Patient Therapeutic Education (PTE), i.e. keeping contact with all patients, providing them information regarding their health state and responding to their questions. • Knowing and promoting the proper application of Post Exposure Prophylaxis (PEP) Kit and Sexually Gender Based Violence (SGBV) protocol. |
MSF Section/Context Specific Accountabilities |
The Somali Region Emergency Response Unit (SRERU) of MSF is a specialized project designed to pro-vide rapid assistance in case of primary emergency scenarios in Somali region. These may include out-breaks of vaccine-preventable diseases, acute watery diarrhea, malnutrition, displacement of populations, or mass casualties. The focus of SRERU is on collaborating with other NGOs and governmental partners to provide short-term interventions. Their main objective is to support the emergency phase and to build capacity and advocate for a hand-over potential. The project is based in Jigjiga, Somali region.
Along with the accountabilities mentioned earlier, this position would also have additional duties as needed by the project.
· Support the epidemiologist in identifying, triaging, verifying, and assessing signals/alerts including participation in EOC and cluster meetings. · Communicate with the MOH and other relevant stakeholders at each level to triangulate information on identified priority alerts. · Document information of each identified alert into alert management tool (AMT). · Ensure, promote and maintain confidentiality regarding all data/information registered. · Collect and enter all data into the appropriate data management system while ensuring quality of data. · Ensure accuracy of the medical data entered into the project’s database on a regular basis, according to MSF protocols and carry out regular back-ups. · Perform or support data entry, cleaning and creating appropriate reports, during outbreak response. · Know and ensure proper use of software used for recording (i.e. Excel, Epi Info, R, Power BI, ODK and DHIS2 etc.). · Provide technical support to data entry operators/medical personnel, etc. and respond to their training needs. This includes working with MoH data entry operators or surveillance focal points and requires flexibility, negotiation skills, and interpersonal skills. · Provide regular statistical reports for the medical team and assist in periodic surveillance reports productions like weekly epidemiological bulletin, feedbacks, medical reports, monitoring and evaluation reports, presentations, and ad hoc reports on a weekly, monthly, and quarterly basis. As well as informing the superior of any missing information, major changes or big differences in data · Participate in public health emergencies responses and investigations like epidemic/pandemic response, health and nutrition emergency response and the likes. · Guide activities of medical staff for surveillance and/or active case finding, including ensuring understanding of the need for consistent case definitions and data recording during epidemic/pandemic response. · Support the Epidemiologist in recruitment/ HR needs of the surveillance/medical team when needed. · Collaborate with the Medical Activity Manager (MAM) to ensure the staff’s health and carry out specific tasks. · Execute other responsibilities as required by the supervisor. · Be ready, able, and willing to deploy for outbreak responses. · Be able to move locations in terms of activities across Somali Region, including overnight stays (multiple) outside of Jigjiga. Assessment and intervention locations could be in remote locations with basic living conditions. · Demonstrate flexibility and a lead-by-example approach given the dynamic nature of the project.

Job Requirements

Education | · Essential: Bachelor of public health officer
OR Nursing diploma with masters of public health · Desirable: Bachelor of public health with Masters of public health

Experience | · Essential: Minimum of 2 years of relevant working experience with MSF, government or other international NGOs.
· Desirable: Experience in field epidemiology (epidemiological surveillance, humanitarian emergency response, outbreak investigation) and operational research/surveys.
