IOCC’s global operations are managed from its headquarters in Baltimore, Maryland with field offices in Eastern Europe, the Middle East and East Africa. IOCC has extensive experience implementing programs in partnership with the United States Agency for International Development (USAID), United States Department of Agriculture (USDA) and the Bureau of Population, Refugees and Migration (PRM), as well as European and other international donors. In its nearly thirty years of operation, IOCC has amassed considerable experience worldwide in emergency and development settings and across a range of sectors, including food security, WASH, micro-credit lending, health, nutrition, agriculture, shelter, infrastructure, education, livelihoods, capacity building and civil society development through programs that support communities lifting themselves out of poverty and achieve economic sustainability.

IOCC began its work in Ethiopia in 2003, partnering closely with the Ethiopian Orthodox Church Development and Inter-church Aid Commission (EOC-DICAC). In its 20 years operating in Ethiopia, IOCC has worked in cooperation with EOC-DICAC, international and local NGOs, and various ministries, including the ministries of Health, Education, and Agriculture, and provided humanitarian and development assistance to communities throughout the country.

 

Project Description/Position overview

 

 

 

The primary purpose of the MHNT Counselor position holder shall oversee technical quality implementation and delivery of the mobile health and Mobile health and psychosocial support (MHPSS) services in the assigned IDP sites and Woreda. She/he will mainly be responsible for the day-to-day implementation of the mobile health and nutrition services under the team, health education, provide Mobile health consultation.

Duties and Responsibilities

  • Responsible for the integration of MHNT as Mobile health and psychosocial support in general healthcare at health center and hospital levels.
  • Provide social work and social support services linked to general healthcare clinics.
  • Select, train, and supervise community volunteers.
  • Develop culturally appropriate psychosocial activities, including social support activities.
  • Serve as the primary point of contact between IOCC and local partners involved in psychosocial activities.
  • Provide proper counseling service for clients in need counseling and psychotherapy according to the type of illness and age category.
  • Strengthen community-facility referral system for people with psychosocial problems.
  • Establish, equip, and run recreation centers to people in need of psychosocial support
  • Keep the Inter-Agency Standing Committee (IASC) guidelines on Mobile health and psychosocial support and promote the guidelines where and when appropriate.
  • Collaborate with informal service providers such as traditional healers to facilitate information sharing and referral of Mobile health cases to next higher level.
  • Organize public awareness and de-stigmatization campaigns around Mobile health issues with support from local staff including communities
  • Perform other duties as required or assigned.

Job Requirements

 

Qualifications:

  • Education: B.SC. / Master’s Degree in Psychology, B. Sc. in Psychiatry Nurse and/or related field with at least 3 years of counseling and/or social work experience.
  • Experience:  At least 2 years of Mobile health and psychosocial programming experience.
  • Knowledge, Skills and Abilities (KSA): Good written and spoken communication skills in the local language. Extremely flexible, able to work independently, and can cope with stressful situations. In depth knowledge and experience of Mobile health and psychosocial programming in the humanitarian context essential. Familiarity with IASC Guidelines on Mobile Health and Psychosocial Support in Emergency Settings. Training experience required on Mental Health Gap Action Program (mhGAP).  Proven counseling skills. Ability and willingness to work in remote and potentially insecure environments.
  • Competencies: Ability to work in a team; sensitivity to cultural conditions and practices; tenacity in observing procedures, regulations, and other requirements in implementing and maintaining IOCC programs; and make appropriate recommendations.
