IOCC’s global operations are managed from its headquarters in Baltimore, Maryland with field offices in Eastern Europe, the Middle East and East Africa. IOCC has extensive experience implementing programs in partnership with the United States Agency for International Development (USAID), United States Department of Agriculture (USDA) and the Bureau of Population, Refugees and Migration (PRM), as well as European and other international donors. In its nearly thirty years of operation, IOCC has amassed considerable experience worldwide in emergency and development settings and across a range of sectors, including food security, WASH, micro-credit lending, health, nutrition, agriculture, shelter, infrastructure, education, livelihoods, capacity building and civil society development through programs that support communities lifting themselves out of poverty and achieve economic sustainability.
IOCC began its work in Ethiopia in 2003, partnering closely with the Ethiopian Orthodox Church Development and Inter-church Aid Commission (EOC-DICAC). In its 20 years operating in Ethiopia, IOCC has worked in cooperation with EOC-DICAC, international and local NGOs, and various ministries, including the ministries of Health, Education, and Agriculture, and provided humanitarian and development assistance to communities throughout the country.
Project Description/Position overview
The primary purpose of the Emergency Health and Nutrition Project Coordinator is to responsibly support the Health and Nutrition Manager in facilitating and implementing the overall planned project activities of nutrition and mobile health and nutrition interventions in filed site. She/he will provide routine technical support for Mobile Health and Nutrition Team (MHNT) on day-to-day implementation of life-saving PHC services; will support health and nutrition program team in a day-to-day program interventions, prepares and submits reports regularly to immediate supervisor. She/he will also closely work with filed finance, logistic and other programs people for successful implementation of health and nutrition programs.
Duties and Responsibilities
  • Coordinate and facilitate implementation of emergency health and nutrition activities and prepare weekly project update.
  • Represent IOCC at Zonal and Woreda level Cluster coordination meetings.
  • Ensure overall program quality implementations of the Community-based Management of Acute Malnutrition (CMAM)/Infant and Young Child Feeding in Emergencies (IYCF-E) and MHNT implementation at Woredas.
  • Adherence to medical and nutritional treatment protocols and procedures for children and infants in outpatient therapeutic program (OTP)/Stabilization Center (SC).
  • Provide onsite training to health extension workers/health workers (HEW/HWs) and nurses on the Management of Severe acute malnutrition (SAM).
  • Receive weekly reports from CMAM Officer, Targeted Supplementary Feeding Program (TSFP) Officer, IYCF-E Officer and MHNT Officer and compile and share with the Nutrition Program Manager.
  • Conduct regular checklist based supportive supervision of targeted health facilities.
  • Facilitate joint monitoring visits, joint supportive supervisions, and integration with woreda health office.
  • Generate and share supervision reports and feedbacks for Health and Nutrition Program Manager, woreda health office, and health facilities.
  • Support and liaise with the woreda health office staff and provide on the job training/coaching and capacity building when required.
  • Support referral linkage of malnourished children of in between CMAM programs (OTP, SC and TSFP).
  • Ensure adequate availability of all medical and food supplies for each distribution, input in to creation and maintenance of a monthly distribution plan and ensure stock is pre-positioned as planned with health and nutrition program  and logistics team.
  • Create and maintain smooth relationship with local health and other authorities and link SC program with the existing health service structures.
  • Provide technical support and training where required to all team members, outreach team including health extension workers, health development army, and community volunteers.
  • Plan and organize SC/OTP/ Supplementary Feeding Program (SFP) and MHNT activities at designated distribution sites in liaison with project team.
  • Organizes monthly report of SC/OTP/SFP/Community mobilization and report on time to the Health and Nutrition Program Manager and provide updates when needed.
  • Manage the stock levels of therapeutic products, drugs and all other materials and alert the logistics in a timely manner, as more materials are required.
  • Provide technical report on emergency health and nutrition for strengthening surveillance and public health emergency management.
  • Provide technical support for IOCC MHNT staff and government health workers on proper implementation of the services.
  • Provide reports/updates on humanitarian situations of the implementation areas.
  • Perform other duties as required or assigned.

Job Requirements

 

Knowledge, Skills and Abilities (KSA):

  • Excellent written and spoken communication skills in English and the local language (Amharic). Excellent computer skills, including all Microsoft applications. Extremely flexible, able to work independently, and can cope with stressful situations. Excellent organizational and interpersonal skills. Ability to work under pressure and meet tight deadlines. Ability to establish and maintain healthy working relationships with colleagues in course of work.
  • Ability and willingness to work in remote and potentially insecure environments.

Competencies:

  • Ability to work as a team; sensitivity to cultural conditions and practices; tenacity in observing procedures, regulations, and other requirements in implementing and maintaining IOCC programs; and make appropriate recommendations. Ability to read, analyses, and/or interpret data and familiarity with nutrition surveys (coverage, standard and KAP surveys). Training on PHEM.

Education:

  • MPH with health background and have 2 years of related experience in NGOs or Bachelor degree in Public health/Nursing or related field of study with 4 years of practical work experience in field.  

Experience:

  • At least 5 years of experience in emergency health and nutrition response through MHNT, BCC and interventions with major epidemic disease surveillance and epidemic/outbreak investigation and response. Experience in facilitating training, review meetings, and workshops. Experience on budget and human resources management.
