Job Description

 

 REPORTS TO:                                  Emergency Response Coordinator

DUTY STATION:                             Gudetu Kondala Woreda, West Wollega Zone, Oromia Region.

PROGRAM:                                     Integrated multi-sectoral response (Health, Nutrition, and Protection) to support conflict affected IDP Returnees in Gudetu Kondala Woreda, West Wollega Zone, Oromia Region .

MINIMUM HOURS OF WORK:    40 Hours per Week

SUPERVISEES: Emergency MHNT leader, MEAL Officer, Project  Accountant, Finance and Admin assistant, Driver, Cleaner and Security Guard.

 

PROGRAM BACKGROUND:

Project HOPE Ethiopia has secured funding from Ethiopian Humanitarian Fund (EHF) to implement Integrated multi-sectoral response (Health, Nutrition, and Protection) to support conflict affected IDP Returnees in Gudetu Kondala Woreda, West Wollega Zone, Oromia Region. This project, jointly implemented with Fayyaa Integrated Development Organization (FIDO), will provide integrated life-saving emergency and essential Primary Health Care (PHC), Nutrition, and Protection services to conflict affected returnees. It will also restore relevant service delivery systems through static and outreach/mobile modality, facility rehabilitation and strengthening capacity of targeted sectors.

 

The core interventions of this humanitarian response project are to delivery of vaccination services, Sexual and Reproductive (SRH) services, treatment of sick children and adults, outbreak disease control including Cholera, Malaria and Measles case management, improved provision of maternal and newborn health, mental health services to returnees; prevention and treatment of acute malnutrition together with Maternal and Infant & Young Feeding in Emergencies (MIYCF-E) counselling for improved practices. Moreover, the project will deliver protection services to vulnerable groups of returnees and supports protection systems. The project will also enhance community engagement, establish accountability systems and also rehabilitate damaged health infrastructure to benefit both the returnees and the broader community.

 

JOB SUMMARY:

The Project Coordinator will provide overall technical and supervisory leadership to all aspects of the Project at field level. This includes management of the health and nutrition teams, coordination and oversight to protection and health activities of the sub-awardee (FIDO), program monitoring, evaluation, and reporting. S/he will ensure that the health and nutrition program is technically managed and functioning properly, providing quality care to all beneficiaries, respecting protocols, and principles of good practice. She/he will support in the effective delivery of the health and nutrition program activities at site and community level. She/he will support the WrHO in the development and delivery of training packages and monitoring tools and in coordination with ZHD, RHB and stakeholders.

Project Coordinator is responsible to coordinate all Health and nutrition activities including MHNT activities, health systems support, health facility rehabilitation activities including development of BOQs and site level management of contractors. S/he will be in charge of the management of all project resources (HR, finance, logistics and field office), reporting and for cordial and constructive coordination with FIDO, other actors in the sector, especially with woreda health office, Oromia RHB, health facility staffs, and other partners in the implementation Woreda.

 

SPECIFIC RESPONSIBILITIES 

Specific responsibilities of the Project Coordinator include but are not limited to:

Technical

  •  In collaboration with emergency MHN team leader and FIDO team will handle planning and implementation of Integrated multi sectoral response project
  • Overall responsible for coordination and management of the project’s day to day activities
  • Plan and supervise implementation of project activities together with FIDO, WrHO counterparts.
  • Provide technical guidance to MHNT, Coach and mentor staffs working at different levels.
  • Ensure all staff understand project activities and implemented within the standard.
  • Ensure delivery of high quality PHC clinical activities through Mobile/static clinics: non-communicable /communicable diseases including Malaria, Measles, Cholera, TB and HIV, child health, Expanded Immunization Program (EPI), Sexual and Reproductive Health (SRH), SGBV, MHPSS and basic psychological first aid.
  • Make sure appropriate distribution and utilization of supplies and equipment provided by the Project.
  • Organize and facilitate trainings to health workers and health extension workers on different thematic areas.
  • Participate on regional level integrated supportive supervision and other monitoring visits.
  • Organize and facilitate kick-off meetings, review meeting and other events to enhance ownership and sustainability.
  • Support effective implementation of IMAM nutrition Program in line with humanitarian standards.
  •  Organize and deliver need-based trainings to Project staff, WrHO experts, Health Care Workers, Health Extension workers and managers on essential health care services and topics ICMNCI, MISP-RH, MIYCF and Clinical management of rape including MHPSS trainings.
  • Organize and conduct post training follow up, routine supportive supervision and joint monitoring visits.
  •  Asses local capacity and ensure programs are delivered according to relevant standards, polices, and program strategy.
  • Conduct joint rapid assessment to identify community needs
  • Follow up timely request, approval, procurement and distribution of the project logistics, supply and equipment to respected health facilities.
  • Facilitate rehabilitation of health facilities jointly with woreda health office including identifying the need, revision of BOQs, facilitating procurements, management of contractors/suppliers and follow-up of construction activities.
  • Ensure appropriate and consistent health, nutrition, protection and WaSH education messaging provided in the communities.
  • Represent PH in local/regional level cluster coordination and technical working group meetings.
  • Supervise, and build the capacity of health and nutrition team members in relevant technical competencies.
  • Coordinate any awareness raising campaigns/behavior change communication in the community in coordination with woreda health office and RHB.
  • Facilitate cross-sectoral programming, particularly to promote excellent communication and referral between different programs such as IYCF-E, CMAM, health, food distribution, WASH, protection,  etc.
  • Immediately reports any reportable security incidents cases to Emergency response coordinator Woreda health office PHEM.
  •  Provide technical assistance for staffs under supervision to have quality project implementation.
  • Facilitate and approve weekly and monthly movement plan and reports and contribute for timely donor report.
  •  Facilitate, identify lessons and best practices and share internally and externally for scale up

 Program Management

  • Facilitate and support in setting up and management of the project office, the development and scheduling of project activities to include support of woreda   work plan.
  • Ensure that all program and administrative staffs have clearly defined roles and understand their responsibilities.
  •  Make sure that emergency Health program adheres to protocols, policies & guidelines, and donor requirements.
  • Work collaboratively to integrate the health and nutrition program with other sectors where appropriate, particularly with WASH, FSL and Protection.
  •  Follow all PHE standard logistics, finance and administration tools as recommended by the respective teams and immediate supervisor.
  •  Ensure that all activities are implemented according to the work plan and budgets, and that targets are met.
  • Facilitate office supplies, office rental and vehicle rental in coordination with PH country office logistics.
  •  Security management and monitoring and reporting for all staffs, ensure all staffs including rental car driver received security training and handbook.
  •  Notify security issues, incidents to PH security focal person on regular basis and ask security clearance before staff travel.
  • She/he is responsible for developing spending plan and procurement plans alongside activity plan for all active grants of local health with officers and supervise budget spending.
  •  Pays particular attention to the gender and diversity dynamics of patients and co-workers; Ensures that gender and power dynamics related to patients and co-workers are taken into consideration.
  • Liaise with other humanitarian actors, partners and community groups to maximize collaboration and ensure proper coordination of activities.

Monitoring & Evaluation

  •  Conduct training need assessment, health facility functionality and other assessments with Woreda health office and RHB.
  • Coordinate data collection and management by MHNT and other PHE staff and maintenance of HMIS data.
  • Analyze weekly, monthly, and quarterly report submitted by M&E officers for data quality and presentation of data for use, and she/he will be responsible to submit quality report to Emergency response coordinator.
  • Prepare and submit monthly, quarterly, and final reports for review and submission to Woreda Health office, ZHD, RHB and Emergency response coordinator in Addis Ababa.
  • Responsible to compile weekly and monthly indicators report based on shared formats from clusters, OCHA, PH and government stakeholders.
  • Supervise and evaluate response activities within local communities for operations.
  • With the support of M&E team, ensure project performance is tracked and quality standards are adhered to
  •  Participate in the design and implementation of health / Nutrition and protection rapid needs assessment, and project evaluation.

Human Resource Management

  • Supervise MHNT and other project staffs in the target woreda.
  •  Conduct periodic performance evaluation of staffs.

OTHER FUNCTIONS

  •  Performs any other related duties that may be assigned by immediate supervisor or Senior Management Team (SMT).

Job Requirements

 

QUALIFICATIONS, EXPERIENCE AND COMPTENCIES:

  • BSc in public health/ Health Officer, BSc nursing, or MD. MPH or other MA/MSc is desirable.
  •  Minimum of 8 years work experience for BSc holders and 3 years of experience for postgraduate in health programs both at clinical and community-based programs, working in lifesaving primary health care services/ humanitarian context.
  • Experience on staff, budget, security and logistics management.
  • Experience on project management including health facility rehabilitation.
  •  Willingness and capacity to be flexible and accommodating when faced with difficult working conditions.
  • Computer literate, skills on Microsoft word, excel and internet
  • Fluency in in written and spoken English and local languages
  • Excellent interpersonal skill and able to work in a multicultural team

Desired

–          Work experience in humanitarian emergencies at NGOs

–          Work experience at coordinator or higher positions

–          Good knowledge of quality standards and quality controls related to medical practice

TECHNICAL SKILLS:

–          Ability to work under pressure, long work hours and high workload.

–          Excellent communication skills- verbal and written skills.

–          Communication using local language (Affan Oromo) and English are a must.

–          Self-motivated, transparent, highly responsible, and punctual.
