POSITION TITLE:                         Monitoring and Evaluation Officer

 

REPORTS TO:                                  Project Coordinator

DUTY STATION:                             Gudetu Kondala Woreda, West Wollega Zone, Oromia Region.

PROGRAM:                                     Integrated multi-sectoral response (Health, Nutrition, and Protection) to support conflict affected IDP Returnees in Gudetu Kondala Woreda, West Wollega Zone, Oromia Region.

MINIMUM HOURS OF WORK:                                      40 Hours per Week

 PROGRAM BACKGROUND:

Project HOPE Ethiopia has secured funding from Ethiopian Humanitarian Fund (EHF) to implement Integrated multi-sectoral response (Health, Nutrition, and Protection) to support conflict affected IDP Returnees in Gudetu Kondala Woreda, West Wollega Zone, Oromia Region. This project, jointly implemented with Fayyaa Integrated Development Organization (FIDO), will provide integrated life-saving emergency and essential Primary Health Care (PHC), Nutrition, and Protection services to conflict affected returnees. It will also restore relevant service delivery systems through static and outreach/mobile modality, facility rehabilitation and strengthening capacity of targeted sectors.

The core interventions of this humanitarian response project are to delivery of vaccination services, Sexual and Reproductive (SRH) services, treatment of sick children and adults, outbreak disease control including Cholera, Malaria and Measles case management, improved provision of maternal and newborn health, mental health services to returnees; prevention and treatment of acute malnutrition together with Maternal and Infant & Young Feeding in Emergencies (MIYCF-E) counselling for improved practices. Moreover, the project will deliver protection services to vulnerable groups of returnees and supports protection systems. The project will also enhance community engagement, establish accountability systems and also rehabilitate damaged health infrastructure to benefit both the returnees and the broader community.

 JOB SUMMARY:

The M&E officer will be responsible for providing M&E support to the response team, to set up health & nutrition data base ensuring accurate data collection, compilation, analysis, and reporting to the central PH office. S/he is supposed to maintain health service delivery data, records, registers and formats at the service delivery point.  S/he will assist the Health, Nutrition, and protection project coordinator in establishing and strengthening a comprehensive Monitoring and Evaluation system to measure project progress and impact and establish effective lesson learning and beneficiary accountability mechanisms in the project area. Moreover, He will coordinate the MEAL activities and coach and mentor MHNT on regular basis to quality data collection, analysis, and dissemination at all levels.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

 SPECIFIC RESPONSIBILITIES 

Specific responsibilities of the M&E officer include but are not limited to:

 

Technical

  • Responsible for proving technical M&E activities and guidance to the project.
  •  Act as the primary contact for project data collection, cleaning, analysis, and reporting  throughout project lifecycle and as directed by the project coordinator.
  • Ensure collection and entry of relevant data to Excel/CommCare in a timely manner, and feedback are given to offend users including mobile teams, supported HFs and community volunteers.
  • Ensure data collection tools (registers, forms, etc) are correctly utilized, kept and updated within project areas including thorough training and supportive supervision of MHNT and HCWs
  •  Ensure availability of relevant data collection tools within the supported health facilities.
  •  Assist the project staff with the preparation and presentation of data for internal and donor reports in a timely manner.
  •  Prepare and submit activity report to the project coordinator timely.
  • Ensure data is disaggregated by gender, age, and other important variables, and flag any gender disparities to enhance gender sensitive programming.
  • Ensure procedures in place are followed and documenting where not, to implement policies on, data quality assurance, procedures, data collection and storage.
  •  Identify training needs on data gathering using UDS/CommCare, data management for MHNT, and deliver the trainings accordingly.
  • Assists and trains MHNT in subject matter-specific applications, including maintaining training manuals and other user documentation.
  • Conduct routine data quality assessment (RDQA), document the assessment results, and provide written feedback.
  • Conducts client exit interviews for beneficiaries; compiles and shares results with team to identify areas for improvement.
  • Ensures accountability mechanisms are in place and feedback is reviewed and considered on a regular basis.
  • Generate regular monitoring reports to make informed and timely decision on project progress.
  • Organize performance review meetings with project staff and PH central office regularly.
  • Regularly prepare sitreps and infographics on key figures for periodic update.
  • Coordinate data collection and management by MHNT and other PHE staff and Maintenance of HMIS data.
  • Analyze weekly, monthly, and quarterly report submitted by MHNT for data quality and presentation of data for use, and she/he will be responsible to submit quality report to project coordinator and M&E team in Addis.
  • Prepare and submit monthly, quarterly, and final reports for review and submission to Woreda Health office, ZHD, and to the supervisor in Addis Ababa based on guidance from the Project coordinator and Senior M&E Officer.
  • Participate in health / Nutrition needs assessment, and project evaluation.
  • Perform any other duty assigned by the project Coordinator or the Senior M&E Officer.
  • Knowledge management: organize meetings/forums to share best practices, develop success stories, and abstracts for local/international conferences.

 OTHER FUNCTIONS

Performs any other related duties that may be assigned by immediate supervisor or Senior Management Team (SMT).

QUALIFICATIONS, EXPEREINCE AND COMPTENCIES:

 

EDUCATION/TRAINING

·       BSc or MSc Degree in Health Informatics, Monitoring & Evaluation, Public Health, Epidemiology, Statistics, Information Management or equivalent.

·       At least 3-year experience in managing health information systems support in a government or NGO environment.

·       Knowledge and experience in database design particularly using mobile applications for case management and data gathering (such as CommCare)

·       Knowledge of data processing and analysis using MS Excel and common statistical software (SPSS/STATA)

·       Ability to organize and plan information systems for emergency projects, multisectoral response experience desirable

·       Experience in report writing including documentation of success stories

·       Experience conducting rapid assessments, surveys and data quality audits

·       Willingness to live, work, and travel in hardship areas.

 

TECHNICAL SKILLS:

·       Ability to work under pressure, long work hours and high workload.

·       Excellent communication skills – verbal and written skills. Communication in Oromifa, and English is a must.

·       Self-motivated, transparent, highly responsible, and punctual.

·       Ability to work as part of a team as well as to work autonomously when required.
