Job Description

 

Médecins Sans Frontières (also known as Doctors without Borders or MSF) is a private, non-profit, international humanitarian medical organization that intervenes in emergencies and crises situations to relieve human suffering resulting from unmet medical needs. MSF observes strict neutrality with respect to politics and provides its assistance without discriminating on the bases of race, religion, ideology, or political affiliation. MSF’s members are required to respect humanitarian principles and principles of medical ethics at all times.

MSF-Holland in Ethiopia currently operates in five projects (North Gonder, Abdurafi project, in Tigray emergency response projects (Shire and Sheraro), in Somali region- Wardher project, in Gambella region; Kule project with diversified workforce.

 

Main purpose 

Ensure the proper functioning of the medical activities under his/her responsibility, defining and implementing MSF policies, protocols and procedures, and guaranteeing the quality of healthcare in order to improve health conditions of the target population

 

Accountabilities

 

  • Coordinate, assess and supervise the proper functioning of the medical activities (HIV, TB, & STIs, SGBV, etc.), according to MSF protocols and procedures and through the correct compilation and analysis of medical data regarding patients’ health conditions.
  • Check all administrative procedures related to patients’ follow-up (individual card filling, registers, paper exit, discharge, transfers …) are correctly carried out according to MSF procedures.
  • Prepare the medical orders needed to implement the medical activitie(s) under his/her responsibility, and identifies non-medical support needs (material, infrastructure, transport, etc.), reporting them to the line manager.
  • Plan and supervise, in close coordination with the HR department, the associated processes (recruitment, training, performance evaluation, development and internal communication) of the staff of the activity in order to ensure both the sizing and the amount of knowledge required, and to improve people capabilities.
  • Coordinate and monitor the daily working plan of the team under his/her responsibility (absent personnel, vacations, tracking leaves …). Replaces a doctor if necessary and participates in shifts.
  • Ensure an efficient pharmacy and medical equipment management and monitor the rational use of them.
  • Participate in the programs / project follow-up, supervise and ensure that medical activities objectives under his/her responsibility are achieved and report to the technical referent any problem arising in the service.
  • Participates in the monthly reports according to guidelines (i.e. SitReps, medical statistical reports, etc.) and definition of annual planning, budget for the project.

PROJECT OBJECTIVES AND PURPOSE
Overall Objective: Support the recovery of the healthcare system to reduce mortality, morbidity and respond to emergencies for conflict affected populations in North-West Tigray.
Project Purpose: Improve access to health care for vulnerable groups by provision of targeted support in North West Tigray
# Specific Objectives

1

Survivors of sexual violence and those with mental health needs have access to comprehensive and integrated package of care at facility and community level

2

Children under 5 years of age have access to care for malnutrition, malaria, diarrhea, pneumonia and routine immunization.

3

Access to care is provided for Malaria and neglected tropical diseases like Kala Azar and Snake Bite

4

Maternal mortality is reduced focusing on severe anemia, malnutrition and unsafe abortions by provision of antenatal and postnatal care, high-risk screening, treatment and referral.

5

Emergencies are prepared for and responded to focusing on Acute Watery Diarrhea (cholera), Measles, Mass Displacements (IDP, Refugees), Malnutrition and Mass Casualty

6

The humanitarian needs of the population are monitored and advocated for focusing on SGBV, UXOs, food security and access to health

 

 

The medical activity manager of NW Tigray is responsible for the following:

1) Medical activity support: In collaboration with MTL, coordinate, assess, supervise proper functioning of medical activities (SGBV/SRH and MH, community based care, including reduction of maternal mortality, malaria, kala azar and snakebite management support, and emergency responsiveness).

2) MoH Collaboration: As this is a project supporting MoH, active collaboration with MoH counterparts is a key and the MAM role will be responsible in actively ensuring a good working relationship and finding joint an appropriate solutions

3) Neglected Tropical Diseases (Kala Azar and Snake Bite): Currently a gap in the healthcare system, and MAM will play a key role in developing the strategy, implementation plan, capacity building and ensuring access to care

4) Capacity Building: Conduct regular seminars and trainings for the team to continue medical education on topics important and relevant for the project

5) Medical Strategy: Collaborate with other department managers/ MTL to ensure implementation of the medical strategy and project activities is followed (including referral policy, SV, HP, MH strategy)—ensure contribution to medical strategy updates when needed.

6) Teamwork: Actively participate in meetings as needed to discuss medical challenges and implement recommendations.

7) Quality of Care: Actively lead/ collaborate with team that quality indicator targets are reached ( regarding rational drug prescription, medical incident reports, mortality and morbidity meetings / reports, patient experience surveys, SIPCA) (aside from other project indicators found in AP 2024) and ensure that agreed MSF / MoH protocols are implemented in project locations.

8) Emergency Support: Support MTL in ensuring that Mass Casualty Planning is reviewed and training/ simulation is once a year. Ensure that NT team is ready with E-prep scenarios (Emergency  response training is scheduled in 1st Q 2024) and actively participate in response

9) Staff Health: Is responsible in the project for National/international staff health and supports staff health responsible MD (SHR) on all staff health issues in collaboration/support with MTL.

10) Operational Research: Actively participate in case if there is a research study in the project, or health assessments.

11) Gap fills: MAM should also be flexible in gap filling, for example, when MTL is not in project site or for detachments to other projects for emergency support. Be flexible for gap filling of any other medical manager.

Job Requirements

Requirements:-
Education Essential Medical Doctor diploma.

Desirable specialization or training in tropical medicine or public health

 

Experience Essential minimum 2 years experience as a medical doctor in medical activities related jobs.
Desirable working experience in MSF or other NGO’s in developing countries.Desirable: Experience in tropical medicine, or post-registration experience in Public Health , obs and gynae, paediatrics, A&E, infectious diseases, HIV/AIDS/STDs, TB, general practice, general medicine or minor surgery.
Languages Mission language essential. Local language desirable. English speaking, understanding, and writing necessary
