Job Description

I JOB SUMMARY

The purpose of the Learning, Design and Measurement (LDM) Manager is to design and maintain the monitoring, evaluation , learning and measurement systems of HER unit of  CARE Ethiopia.  S/he will lead the design of the M&E systems of projects under the unit in line with the organization’s and the donors’ requirements.  She/he provides technical backstopping, training in the areas of LDM and knowledge management and coaches and mentors Her unit team members. The position holder will work closely with the technical advisors of uplift her project at HO and field offices. This position will be supervised by the program coordinator.

II RESPONSIBILITIES AND TASKS

Job Responsibility #1:  Planning/ Design, Monitoring, Evaluation and Reporting (40% of time):

  • Designs and develops MEAL plan, M&E tools and systems for projects and programs under the unit
  • Designs and develops impact measurement tools and systems for projects and programs under the unit
  • Ensures the M&E plans are prepared on timely basis.
  • Initiates and facilitates external and internal evaluations and project reviews.
  • Ensures preparation of quarterly (periodic) reports to be submitted to the donor and the Government at a national level.
  • Leads projects and programs baseline studies, annual reviews, midterm assessments and final evaluations and impact assessments.
  • Leads or participates in diagnostic studies for projects and program design.
  • Reviews project evaluation reports, compiles and shares lessons for future project and program design.
  • Reviews and validates evaluation results conducted by external evaluators.
  • Participates in project design workshops and develops log frames and M&E plans.
  • Ensure the M&E data and findings are utilized and inform the project implementation. `

Job Responsibility #2:  Information Management (20% of time):

  •  Develops and maintains M&E information management system.
  • Ensures the timely collection, analysis, and utilization of project/program related information.
  • Leads and guides the streamlining of paper-based reporting system including formats and systematize information flows.
  • Oversees the regular maintenance of project/program LDM information using appropriate database management system and makes accessible to staff and of Uplift her stakeholders at CO level.
  • Proactively supports the establishment and maintenance of learning and knowledge management systems and sharing of lessons within and across CARE programs and with strategic partners.

Job Responsibility #3: Program and Data Quality assurance (5 % of time):

  •  Capacitate HER unit staff and sub awarded local NGOs staff on the fundamental concepts of data quality management.
  • Develop strategies to improve Projects/programs data quality.
  • Ensure Implementation of strategies to improve the data quality.
  • Build HER Unit staff’s capacity on program quality, program support and program impact elements.
  • Ensure HER Unit project/program implementation is in line with the Unit strategic plan and CARE principles, protocols and standards.
  • Set mechanisms to track projects/programs impact and align with impact group of the HER unit.

Job Responsibility #4:  Learning, sharing/networking (20% of time):

  • Supports and develops reflective practice forums for  HER unit
  • Keeps up to date with developments in the sector, including best practice examples within the country and internationally, and ensures ongoing personal development and learning.
  • Ensures the communication of LDM concepts and procedures within the organization, with local partners and to HER unit stakeholders.
  • Initiates research/studies, particularly in relation to Her unit projects/programs learning agendas and shares results for wider audiences in and outside CARE to enhance program quality.
  • Links the country office with partners on issues related to LDM.
  • Networks with others to gain experiences and share with what CARE has.

Job Responsibility #5: Staff management and mentoring (10% of time):

  • Supervises, mentors and coaches M&E staffs under the unit.
  • Develops capacity of CARE and partners staffs on LDM and related activities.
  • Advises the Sector Coordinators, PC, PM and field office project managers and POMs on issues related to LDM for better decision making.
  • Organizes and facilitates LDM training to his/her subordinates, partners and stakeholders.

Job Responsibility #6:  Perform other duties as assigned (5% of time)

  • Perform other duties, as assigned.
  • The duties and responsibilities described above are subject to change, depending on CARE Ethiopian funding or programming.

III PROBLEM SOLVING (Thinking Environment)

  •  All the three levels of problem solving apply to this position. But category numbers two and three are most applicable to this position because the LDM Head must use interpolative skills to pick and choose the right strategy to address a given problem and has to deal with variable situations, which need analysis, problem definition and development of alternative solutions.

Job Requirements

IIV QUALIFICATIONS (KNOW HOW)

A) EDUCATION

Required:

  • B.A./BSc Degree in health, Social Sciences, Management Information Systems, Statistics or equivalent combination of education and work experience

Desired:

  • M.A./M.Sc. Degree in Social Sciences, biostatistics, public health, Management Information Systems, statistics, or related.

B) EXPERIENCE:

Required:

  • 5 years of relevant experience with the first degree or 4 years of relevant experience plus post graduate degree in DM&E, MIS, research, needs assessment, baseline surveys, regular progress monitoring, project evaluation.
  •  At least 1 year of  management experience

Desired:

  • NGO experience

C) TECHNICAL SKILLS

Required:

  • Computer skills (Word processing, database management); data analysis
  • Excellent written and verbal communication in English Language.
  • Firm belief in teamwork, gender equality, sensitivity to HIV/AIDS, participatory approach, and sustainable development.

Desired:

  • Knowledge of statistical software like SPSS and experiences in database development applying common software like MS Access and practical experience on research.

D) COMPETENCIES

V CONTACTS/KEY RELATIONSHIPS 

  • The LDM manager is expected to establish and maintain good relations with partners,  GOs and NGOs.  S/he will also closely work with the Program Coordinators, Uplift her staff, Project Managers, Program and Operation Mangers and staff.

VI. WORKING CONDITIONS AND LEVEL OF TRAVEL REQUIRE

  • This position will be Addis Ababa and requires 35% of travel to field offices and sub awarded local NGO implementation areas.
