Job Description

JSI is a US-based public health nonprofit organization dedicated to providing high-quality technical and managerial assistance programs throughout the world. In Ethiopia, JSI has been working to improve health outcomes for more than 25 years, implementing more than 60 projects and working in every region. JSI has historically managed a large portfolio of projects focusing on the quality, and equity in access of, RMNCAH services, primary health care (PHC) including community health program, digital health, health information systems (HIS), supply chain management, public health emergency responses, and social and behavior change.

Activity Overview

USAID Quality Healthcare Activity (QHA) aims at improving health outcomes through improved readiness of health facilities to deliver quality reproductive, maternal, newborn, child, and adolescent health (RMNCAH) services, increased management and accountability for quality service delivery, and restoration of services in health facilities in conflict-affected areas. QHA’s strategies and implementation approaches will help Ethiopia’s government build responsive, resilient, and sustainable public and private healthcare systems. QHA will cover urban and peri-urban primary health care units (PHCU) and referral health facilities in select regions and woredas. The Activity, through funding support from USAID, will be implemented by JSI in collaboration with the Institute for Healthcare Improvement (IHI), MSI Reproductive Choices (MSI), Project HOPE, and Network of Ethiopian Women’s Associations (NEWA) for five years (May 01, 2023 – April 30, 2028)

Role Summary

The Learning, Monitoring, and Evaluation (LME) Manager works in collaboration with the Learning, Monitoring, and Evaluation (LME) Director to provide technical support in results-based planning and budgeting, program monitoring and evaluation. Ensure that the LME system is cost effective, results-oriented and provides USAID and the Activity with the necessary information to assess the progress, effectiveness, and outcome of activities.

Key Responsibilities

  • Lead the development and maintenance of the Activity’s digital LME system.
  • Lead and provide technical support in adaptation and implementation of programs learning, monitoring, and evaluation framework and system including understanding and integrating set performance indicators.
  • Oversee data quality assurance activities across all area offices and identify key challenges, proposing, and overseeing strategies to address them.
  • Participating in and providing support to project design activities including development of project theories of change and strategic frameworks.
  • Facilitate Collaborating, Learning and Adapting (CLA) strategies to support the use of data and information from the LME system for real-time decision-making to improve project implementation.
  • Regularly review monitoring data and help organize periodic learning sessions Activity staff to help program and area implementation managers identify successes and make decisions about adapting activities and approaches to achieve results.
  • Collaborate with the finance and operations unit to help develop a system to track and report cost-related data for each program element.
  • Provide update to the LME Director and Activity management on the progresses made on performance indicators and provide summaries of the performance indicators each quarter.
  • Work with LME officer to develop and present quarterly, semi-annual, and annual performance reports to technical team and during program review meetings.
  • Perform other duties as assigned.

Job Requirements

  •  Advanced degree in statistics, epidemiology, or a related field is required.
  • More than five years of experience working on LME, with a minimum of two years working in health system strengthening is required. USAID experience is highly desirable.
  • Quantitative and analytical skills, including experience with mining, analysis, interpretation, and presentation of data. Experience in using statistical software such as SPSS, STATA, and R is highly desirable.
  • Data visualization skills using tools such as Tableau, Power BI, Advanced Excel is highly desirable.
  • Excellent oral and written communication, presentation, and organizational skills
  • Ability to coordinate various tasks, work independently and manage work plan.
  • Ability to work as part of a diverse and dynamic team.
  •  Ability to work comfortably in the MS Office package, Google suite, and other software and technology tools.
  • Experience in implementation Research with knowledge and skills in development and review of research protocol is highly desirable.
  • Knowledge and experience working with monitoring, learning and evaluation highly desirable.
  • Experience in working with mobile health (mHealth) tools such as ODK, Survey CTO is an added advantage.
  • Speaking of more than one local language is a plus.
