Job Description

Mission and objectives

UNDP works in about 170 countries and territories, helping to eradicate poverty, reduce inequalities and exclusion, and build resilience so countries can sustain progress. As the UN’s development agency, UNDP plays a critical role in helping countries achieve the Sustainable Development Goals.

Context

In 2015, world leaders agreed to the 2030 agenda for Sustainable Development, a global plan to transform the world while leaving no one behind. Member States were expected to integrate SDGs in their Development Plans, Budgets and Statistics. Some Member States have integrated SDGs in a granular manner for their Development Plans and Budgets. The granularity enables aggregation at the level of the 169 targets, 17 goals and 5 Pillars and across countries – which is the real value of integrating SDGs. The same granularity can be applied to the Africa Union Agenda 2063 and will indeed be applied in this assignment. Task description

The purpose of the task is to deepen our analysis on Development Plan Indicators and Budget Priorities through the lens of the UN 2030 Agenda for Sustainable Development and the AU 2063 Africa Union Agenda for the Africa we want. The task covers all countries on the continent of Africa and involves 4 steps:

Step 1: Data collection

• Download relevant documents – the Development Plan and Budgets – that are publicly available from public websites.
• For the Development Plan, identify the Results framework. Capture the Results Framework into excel as is. Name the sheet DP.
• For the Budget, identify the table with the Programme Allocations or budget objectives or expenditure. Please capture the programme allocations/expenditure as is. Makes sure the totals add up.

Step 2: Map data to the 2 Agendas
• For the Plan, the basis for accountability is the Results Framework. So, you will map the indicators in the results framework to the indicators of AU Agenda 2063 and indicator of the UN Agenda 2030. You will create 4 additional columns for the code and description of both agendas.
• For the Budget, the basis for accountability is the Budget Objectives (or programme/sub-programme). So, you will map the budget objectives to the 17 goals of UN Agenda 2030 and to the 20 goals of the AU Agenda 2063. You will create 4 additional columns for the code and description of both agendas.

Step 3 – Aggregate and Analyze

• You will then aggregate to Pillar and Aspiration level for the UN agenda 2030 and the AU Agenda 2063 respectively. Even though we often use Stata, any statistical software can do this.
• We shall do this for multiple years, and so you will be able analyze the relationship what was planned and what was invested. You will also contrast the 5 Pillars of UN agenda 2030 and the 7 Aspirations of AU Agenda 2063.

Step 4: Reporting

• Write a brief report about the results, your experience, and the contribution of the assignment to your career goals.

This DoA has been advertised twice as we hope to get two cohorts of volunteers. Please only apply to either Cohort 3 or Cohort 4 not both.

Job Requirements

Required experience
• No university degree is required. What is required is an appreciation of data, data analytics, Microsoft Excel, and statistics. Indicate which courses you have undertaken or currently undertaking.
• Experience in using data to advance decisions, strategies and execution is a bonus.
• You will need knowledge of the UN Agenda 2030 and the AU Agenda 2063.
• Must commit for 12 weeks, although you can work remotely.
• Must committee to an hour-long learning session every Wednesday 15:00-16:00 hours Addis Ababa time.
