Job Description

 

Ministry of Health would like to invite competent and interested applicants for the following positions.

Background

Federal Ministry of Health of Ethiopia has been receiving Global Fund Grant to fight AIDS, TB, and Malaria (GFATM) and building a resilient and sustainable system for health. Ministry wants to recruit an officer to support implementation of HIV/AIDS Global Fund Grant supported supply chain activities in Ethiopia.

The Supply Chain Manager position is dynamic in nature and requires broad supply chain knowledge to strengthen all components of the supply chain, including sourcing, procurement, warehousing, logistics, and inventory management. Along with technical supply chain expertise, the role will require significant process development, implementation, and execution across all supply chain components to maximize value. The role provides oversight and monitoring for the supply chain of HIV/AIDS commodities including critical medications, lab reagents, and supplies

Summary

Under the guidance and supervision of the Pharmaceutical and Medical Device Lead Execute Office, Pharmaceuticals and Medical Supply Management (PMSM) Desk, Head. The officer will closely work with different Ministry of health agencies, HPC-LEO, Finance-EO, RHBs and GF-LFA to improve the supply chain management of HIV/ADIS commodities.

Job Responsibilities:

  • Support the national quantification of HIV/AIDS commodities
  • Prepare procurement and supply management plan of HIV/AIDS commodities and monitor the implementation as per the national and the GF guidance
  • Monitor the distribution of relevant health products to the last mile
  • Support the continuous stock status monitoring for HIV health products
  • Provide technical support in the expansion of electronic logistics management information system at all levels
  • Ensure adherence of procurement and supply management activities to the Global Fund policies and guidance by closely working with SRs and GF-LFA team
  • Support the grant proposal writing exercise for the GF-supported health programs
  • Ensure that global fund resources are utilized as per the grant agreement and for the intended use.
  • Serve as a country contact point of the Global Fund for HIV/AIDS related investments.
  • Engaged in national level HIV programs coordination mechanisms and platforms
  • Closely work with EFDA, EPSS and other relevant organizations with respect to HIV/AIDS related commodities
  • Ensure relevant reports are generated and shared timely.
  • Provide overall technical support to ensure effective supply chain operations from request all the way to delivery to end user
  • Coordinate and support supervision to the regional health bureaus, EPSS and health facilities
  • Building capacity among the supply chain team
  • Strengthen commodity logistic management, information management and tracking at health facilities
  • Develops and update procurement plans including costing, scheduling and applicable procurement methods for GFATM approval and internal follow up of procurement and contracting activities.

Job Requirements

 

Educational background:

  • Undergraduate degree in pharmacy is mandatory.
  •  Master Degree in Pharmaceutical Logistics and Supply Chain Management, Logistics and Supply Chain Management, Health Supply Chain Management and Global Health Procurement and Supply Chain Management, MBA with specialization Business Administration, Logistics and Supply Chain Management or Project Management.

Experience and Skills

  • Minimum 12 years work experience in health logistics and supply chain management related services.

Other Requirements

  • Ability to demonstrate in depth understanding and analytical capacity across issues related to grant management
  • Experience working with Ministry of Health or Ethiopia Pharmaceutical Services considered as preferred.
  • Ability to promote teamwork.
  • Demonstrated ability to manage and empower a diverse team focused on many priorities.
  • Strong quantitative skills with expertise in Excel and Enterprise Resource Planning systems.
  • Ability to initiate, plan, organize, and lead projects.
  • Exemplary interpersonal skills; ability to collaborate effectively with diverse staff across LEO and agencies
  • Strong operational skills and analytics thinking.
  • Fluency in English, good communication and negotiation skills
  • A good understanding of epidemiologic issues with at least two years’ experience of managing Clinical cases in Health facilities.
  • Proven team and personnel management experience
  • Proven analytical and strategic planning skills
  • Experience of managing donor grant funding projects of program
  • Experience in developing and monitoring budget
  • Willing to spend at least 80% of his/her time in the field
  • Ability to analyze information, evaluate options and to think and plan strategically
  • Excellent interpersonal, communication and presentation skills
  • Excellent computer literacy; advanced skills in Microsoft Word, Excel, Power Point, and Access. Ability to use data management software’s, including SPSS and Epi Info.
  • Proficient and skilled in report writing
  • Able to program mange database
  • Demonstrated ability to work effectively in a team environment
  • As new priorities arise, MoH may periodically revise the TOR for this position

Accountability

  • Both the Civil service and MoH rules and regulations will be applied to guide the day to day activities and performance of the manager.
