Job Description

 

The Position:

The National SRH/GBV Programme Analyst for the Northern Emergency Response is located in Afar, Ethiopia and reports to the Humanitarian Coordinator at the sub-national level. Under the direct supervision of the Humanitarian Coordinator at the sub-national level, the National SRH/GBV Programme Analyst is responsible to support government institutions, and alongside other UN agencies, INGO and NGO humanitarian actors and to work with UNFPA staff to maintain professional relationships and partnerships and remain abreast of response activities and needs, especially those of women and girls.

Job Purpose:

Under the overall guidance and direct supervision of the Humanitarian Coordinator at the sub-national level, the incumbent facilitates the implementation of UNFPA’s SRH/GBV programming to assist those affected by the conflict.

Key duties include:-

  • Provision of SRH/GBV response services, including the distribution of  life-saving supplies such as Emergency Reproductive Health kits to prevent excess maternal and neonatal morbidity and mortality, prevent sexual and gender based violence and respond to the needs of survivors and to reduce STIs/HIV transmission in conflict among the affected population.
  • Participation in key humanitarian coordination response mechanisms.
  • Establishment and consolidation of partnerships Partner with Government, other UN agencies, UNFPA and implementing partners to address emerging issues in the Northern Emergency Response.
  • Assessment, planning, programme oversight, monitoring and evaluation of GBV and SRH initiatives through the use of available global guidelines and standards, tools Training and sensitization on key SRH and GBV in emergencies principles,  topics and approaches

You would be responsible for:

Coordination

  • Support the regional Bureau of Women, Youth and Children Affairs, the Bureau of Health, and Public Health Institute by supporting the  SRH working groups and CP/GBV AoR coordination activities, identifying gaps in service provision, assisting with 4Ws, service mapping, and coordinating  capacity building efforts and distributions of life-saving commodities
  • Represent UNFPA and / or participate in the relevant meetings of the Protection cluster,  GBV working group, Health Cluster, SRH working group and meet relevant stakeholders involved in coordination and response  to GBV and SRH needs and risks in the affected areas as per need to ensure that GBV and SRH issues are adequately considered in humanitarian response efforts;  Timely and duly complete administrative tasks, including communicating via emails, recording minutes, and sharing relevant national level information to the working group members, and working group information with UNFPA staff
  • Participate in other key humanitarian coordination response mechanisms, including the health and protection clusters and other partner meetings that are relevant for the provision of emergency and recovery SRH and GBV services in the region, including with UN agencies, (I)NGOs and relevant government sectors
  • Assist in the planning and oversight of SRH-related trainings such as Clinical Management of Rape (CMR), in partnership with other GBV and SRH partners in the region.
  • Assist in the coordination and planning of commodity distributions such as IARH kits, Dignity Kits and Personal Protective Equipment (PPE), in close collaboration with the operations, and  the warehouse teams.
  • Sensitize IPs, UN agencies, INGOs/NNGOs and national authorities around the existence and implementation of the Guidelines for Integrating GBV Interventions in Humanitarian Action (GBV risk mitigation in humanitarian response);

Project implementation

  • Work closely with regional government officials,  to support and strengthen SRH response interventions for host communities, internally displaced persons and refugees, such as provision of clinical services, distribution of supplies, and training
  • Monitor UNFPA – including IP-led – GBV programme activities, indicators and budget expenditures against the agreed work plan and logical framework; prepare regular narrative and financial progress reports and document lessons learned; share with the relevant UNFPA focal persons as required.
  • Provide overall technical support to all health and protection / GBV partners in Afar, UNFPA implementing partners (IPs), and national authorities in planning and implementing GBV and SRH programmes responsive to the needs of affected populations and ensure continuation of life-saving GBV and SRH services Promote the understanding and the  implementation of the Minimum Initial Service Package (MISP) for Reproductive Health in crisis, which includes  ensure SRH coordination is in place, preventing sexual violence and responding to the needs of  survivors, preventing the transmission of and reducing morbidity and mortality due to HIV and other STIs, preventing excess maternal and newborn morbidity and mortality, preventing  unintended pregnancies and planning for comprehensive SRH services, integrated into primary health care as soon as possible by working with the Health Sector/Cluster partners to address the six health system building blocks.
  • Orient and/or build the capacities, through facilitation of training sessions and other capacity development interventions of UNFPA staff, Implementing Partners (IPs), national partners such as the Bureau of Women and Children Affairs social workers, health care providers, security personnel, other humanitarian actors and the affected population in GBViE prevention, risk mitigation and response programming as per need in line with the GBViE Minimum Standards and the country office GBV Strategic Framework objectives;
  • Facilitate and monitor the proper utilization of humanitarian supplies including IARH kits, dignity kits, and PPE; document and share partner reporting with the country office
  • Collaborate with the UNFPA humanitarian and development teams to ensure efficient and streamlined programs in the crisis-affected regions, and ensure SRH and GBV programming is prioritized  in the response
  • Support CMR training and Kit 3 distribution; provide technical oversight for the provision of CMR services in the field and in health care facilities
  • Establish or update the GBV referral pathway(s) in affected areas to ensure immediate referrals to life-saving GBV services can be made;
  • Ensure mainstreaming of MHPSS approaches and interventions within GBV and SRH programming, including training of health and GBV service providers on how to respond safely to disclosures of GBV incidents, Psychological First Aid and compassionate health care provision.
  • Support PSEA efforts alongside relevant partners, working groups and networks and ensure that GBV survivors have safe and confidential access to response services Contribute in revising as well as developing or adapting any protocols on SRH and GBV in emergencies program delivery, through the working groups and in collaboration with the national institutions
  • Ensure close collaboration between GBV and (A)SRH team. Establish linkages between existing Gender, RH and HIV programmes to ensure synergies between programmes that maximize programme impact. Provide special attention to the needs of adolescent girls and young women; advocate for the inclusion of adolescent, disability, nutrition, and neonatal care into SRH programming.

Partnership

  • Maintain good working relationships with governmental and non-governmental agencies as well as the community.
  • Share relevant information including technical guidance for SRH and GBV, updates and response strategies with partners in evidence based, non-discriminatory and impartial manner. Assist in supporting implementing partners with their activities and budget as needed, and ensure that the objectives are being met in a quality, evidence based, and timely manner.
  • Carry out any other duties as may be required by UNFPA management.

Job requirements

Qualifications and Experience 

Education:  

  • Master’s degree with specialization in areas such as social work, public health, gender, law/human rights, international relations, and/or other related social science disciplines from recognized universities/colleges.
  • Training and/or working experience  as a health or social worker is an asset.

Knowledge and Experience: 

  • At least two (2) years of relevant experience working in SRHiE and / or GBViE programme implementatio, preferably including in a complex, volatile, humanitarian context.
  • Proven understanding of the survivors-centered and human-rights-based approaches.
  • Ability to engage government and non-governmental partners professionally and collaboratively, while maintaining a neutral attitude
  • Proven records of facilitation and excellent training skills
  • Excellent programme management skills, including organizational and time-management skills, IT literacy / basic computer skills, and proven experience in programme / budget management and monitoring. Experience working through Implementing Partners and establishing / managing remote monitoring systems an asset.
  • Excellent communication and interpersonal skills
  • High resilience and coping with stress abilities. Capability of delivering results on time, even under stress and in fast-moving environment.
  • Strong analytical and problem-solving skills.
  • Previous experience in the UN or with UNFPA is an asset.
  • Familiarity with the context (norms, culture, language) in the duty station is an asset.

Languages: 

  • Fluency in English required. Proficiency in the local language is desirable. Knowledge of other UN languages is an asset.
