Job Description

 

Background:
Senior Special Advisor for Public Health Research and Development is required to play a pivotal role in strengthening Ethiopia’s Public Health emergency response, Health Research and Development as well as Pharmaceutical Supply systems. MoH are seeking a highly motivated Technical Advisor and liaison officer who   will support the following three key institutions:
  •  Ethiopian Public Health Institute (EPHI): A lead agency for public health research.
  •  Armauer Hansen Research Institute (AHRI): A specialized research institute focused on health innovation, research and development in various areas including traditional medicine and pharmaceutical industry and product development.
  • Ethiopian Pharmaceutical Supply Service (EPSS): The agency responsible for procuring and distributing essential medicines throughout Ethiopia.
Candidate for this position will serve as a critical bridge, ensuring basic and innovative research conducted by EPHI and AHRI, and improvement in accessing to necessary medications managed by EPSS.

Responsibilities:

Research and Supply Needs Assessment:
  • Collaborate with researchers at EPHI and AHRI to understand project requirements and identify technical needs such as needs for clinical trials and research studies.
  • Analyze project proposals and identify specific needs for research such as medications or drug formulations.
  • Work with expertise and leaderships at EPSS to understand agency’s requirement and identify the necessary needs for appropriate procurement and distribution of medicine.
Facilitating collaboration:
  • Bridge communication between researchers and EPSS regarding product availability, procurement procedures, and regulatory requirements.
  •  Foster a collaborative environment where both research and supply stakeholders understand each other’s challenges and priorities.
  • Facilitate a collaborative condition for the Enhancement of Public Health Governance System
Technical Expertise:
  • Provide Technical support to MoH and EPHI in Building a Resilient Public Health Emergency Management for Strong National Health Security.
  • Provide technical expertise to EPHI for the Enhancement of Public health research, evidence synthesis, technology transfer and utilization.
  • Provide technical and analytical expertise and advice to EPHI to strengthen the public health emergency management system and support the implementation of the transformational agendas of the health supply chain.
  • Provide technical support to AHRI in the enhancement of clinical health research, health innovation, traditional medicine, pharmaceutical industry and product development, evidence synthesis, technology transfer and utilization.
  • Provide technical expertise to AHRI for advancing knowledge and developing solutions for critical health challenges.
  • Play a pivotal role in ensuring the smooth operation of research projects, from study design to data analysis and dissemination.
  • Provide technical guidance on pharmaceutical considerations for research protocols, ensuring responsible and efficient use of medication.
  • Assist with identifying and sourcing appropriate medications and supply based on research needs and Ethiopian market availability.
  • Identify and implement best practices for pharmaceutical management in research settings and stay current with the Ethiopian pharmaceutical regulatory landscape and advise on adherence to relevant guidelines.
  • Lead the collection, analysis, and sharing of data for informed decision making of Ministry of health and EPSS on transformational leadership and strategic decision-making to ensure   high-quality health services and the availability of essential medicines and supplies at all health facilities.
  • Provide technical expertise in data management, analysis, and visualization.
  • Participate regularly in technical working groups, steering committee meetings, and review meetings on supply chine and public health emergency response.
Capacity Building:
  •  Contribute to the development of necessary training materials and workshops for researchers in research settings.
  • Collaborate with EPSS to ensure efficient procurement, storage, and distribution of medications.
  • Work with EPSS in developing strategies, guidelines, and training materials on supply chain to ensure the availability of essential medicines and supplies at all health facilities.
  • Assist in developing research protocols and standard operating procedures (SOPs) to ensure data quality and consistency.
  • Troubleshoot technical issues and provide supportive solutions for health research and innovation obstacles.
Reporting & Communication:
  • Prepare technical reports and presentations for researchers, EPSS staff, and other stakeholders.
  • Prepare regular reports on progress made in health innovation projects, supply chain and emergency management response.
  • Document best practices for pharmaceutical management in Ethiopian research settings.

Job Requirements

Requirements:
  • MD, MPH or MSC in other health related field public health and background with an experience of working as health care provider, project coordination for more than five years in the health system.
  • Strong understanding of research methodologies and statistical analysis.
  • Proficient in research data management and working with regulatory guidelines.
  • Excellent written and verbal communication skills and interpersonal skills to build strong relationships with diverse stakeholders.
  • Strong problem-solving and analytical skills to identify and address challenges at the research-supply interface.
  • Excellent organizational skills and attention to detail.
  • Ability to prioritize tasks, manage time effectively, meet deadlines and work independently while collaborating within a team setting.

Educational background:

  • MD, MPH or MSC in other health related fields
Work Experience:
  • 15 years of proven experience public health and background with an experience of working as health care provider, project coordination for more than five years in the health system
  • Strong understanding of research methodologies and statistical analysis.
  • Proficient in research data management and working with regulatory guidelines.
  •  Excellent written and verbal communication skills and interpersonal skills to build strong relationships with diverse stakeholders.
  • Strong problem-solving and analytical skills to identify and address challenges at the research-supply interface.
  • Excellent organizational skills and attention to detail.
  • Ability to prioritize tasks, manage time effectively, meet deadlines and work independently while collaborating within a team setting bachelor’s or master’s degree in public health, health administration or Business administration or related fields.
  • With at least 3 years of experience at the research Institution.
Skills Required:
  •  Ability to promote teamwork.
  • Fluency in English, good communication and negotiation skills,
  • Ability to establish and maintain effective result-based working relationship with staff at federal and research institution levels and partner organizations.
Computer literacy: Routine use of MS-office applications, including Word, Excel and PowerPoint; and internet and email systems required.
  • Ability to use additional statistical analysis packages is an advantage e.g. SPSS, Epi- Info.
