Ethiopia Multi-country Office (ETMCO) sub-region currently consists of an established Operation Centre in Addis Ababa which manages a portfolio of engagements in four (4) Horn of Africa countries (Ethiopia, Djibouti, Sudan and South Sudan). ETMCO focuses on Infrastructure, Procurement, Project Management, HR and Transactional Services, and Fund Management services across a wide range of sectors including Health, Education, Agriculture, and Resilient infrastructure among others.

Our goal is to support countries, help people in need and enable our partners through delivering on our mandate of infrastructure, procurement and project management in the countries in the Horn of Africa. Building on our global experience of successfully delivering projects in complex operating environments, a healthy pipeline of engagements is at various stages of discussion with our priority partners.

Project Background

UNOPS has signed a project agreement with the Ministry of Health to strengthen the Capacity of the Ministry for the Realization of Health Sector Transformation Plan (HSTP-II) on selected priorities. This project will be implemented in Addis Ababa, Ethiopia and the overall objective/purpose is to contribute towards the realization of selected strategic priorities of the Health Sector Transformation Plan (HSTP-II) which is more on project management focusing on institutional capacity building, technical assistance, etc. UNOPS is selected to manage and implement the project by creating a project management unit (PMU).

This unit will be formed by a group of experts and specialists in the relevant matters that will be in charge of delivering the outputs.

The Project Management Support – Senior Officer will have a dual line of reporting. First and foremost to the UNOPS Project Manager, with a functional reporting line for deliverables produced under the assignment to the client institution: Office of the State Minister, Program and Services

Scope of Work/ Objective

The main objectives of this technical assistance are to support the capacity of the State Minister’s Office to strengthen Services and Programs and to improve management strategies and practices within the office.

Functional Responsibilities

  • Provide strategic and technical support for the rollout of the implementation of the national RMNCHAYH strategy by MOH and regional health bureaus
  • Act as the focal person on the Reproductive, Maternal, Neonatal, Child, Adolescent and Youth Health (RMNCAYH) agenda to offices of State Minister and ensure the respective lead offices gets high-level technical guidance
  • Lead the collaboration with other sectors, organizations and projects to ensure synergy and strengthen inter-sectoral effort and coordination to address RMNCAYH initiatives
  • Provide support in strengthening the use of data and evidence, across all levels of the health system to improve planning and influence decision-making
  • Support the Ministry and Regional Health Bureaus (RHBs)in designing tools and guides for monitoring, learning and scaling innovative solutions toward improving RMNCAYH services
  • Ensure the initiatives/activities on the RMNCAYH are well aligned at all levels towards the priority targets
  • Support in collecting, analyzing and sharing data to formulate a clear image of progress on the RMNCAYH agendas
  • Expedite regular monitoring of the selected high-impact RMNCAYH indicators to ensure the system is making advancement against set targets
  • Timely identification of bottlenecks in the implementation of the RMNCAYH program and proposes and assists problem-solving
  • Provide technical support to FMOH and RHBs to organize and conduct effective integrated Supportive Supervision (ISS) and Performance Review Meeting (PRM) on RMNCAYH
  • Motivate others by being a role model in building a positive working culture towards a common goal Advocate creating a culture of priority setting and delivering results
  • Carry out other duties as assigned and within the scope of the role.

Job requirements

 

Education/Experience/Language requirements

Education

  • Advanced (Master’s Degree or equivalent) University Degree in Public Health/Reproductive Health is required. OR
  • First-level University (Bachelor’s Degree or equivalent) in University Degree in Public Health/Reproductive Health with an additional two (2) years of relevant experience may be considered in lieu of the advanced degree.
  • Doctor of Philosophy in Public Health/Reproductive Health is desirable.

Experience 

  • A minimum of two (2) years of experience in health sector program management is required.
  • Knowledge of the Ethiopian health system with strong experience in policy analysis is desirable.
  • Strong experience in public health management, public health auditing, mentoring and coaching is desirable.
  • Proficiency in G-Suites, email systems, and statistical software is an asset.
  • Experience in working with/guiding national-level technical working groups, developing donor relationships, and working with government partners and development partners is desirable.
  • Strong communication, writing, and facilitation skills are desirable.
  • Able to travel to abroad and remote areas in the country as deemed necessary

Language 

  • Fluency in spoken, written and reading English is required.
  • Knowledge of another UN official language is an asset.
