Organization Background
IOCC was established in 1992 as the official humanitarian organization of the Standing Conference of Canonical Orthodox Bishops in the Americas (SCOBA). IOCC’s global operations are managed from its headquarters in Baltimore, Maryland with field offices in Eastern Europe, the Middle East and East Africa. IOCC has extensive experience implementing programs in partnership with the United States Agency for International Development (USAID), United States Department of Agriculture (USDA) and the Bureau of Population, Refugees and Migration (PRM), as well as European and other international donors. In its nearly thirty years of operation, IOCC has amassed considerable experience worldwide in emergency and development settings and across a range of sectors, including food security, WASH, micro-credit lending, health, nutrition, agriculture, shelter, infrastructure, education, livelihoods, capacity building and civil society development through programs that support communities lifting themselves out of poverty and achieve economic sustainability.
IOCC began its work in Ethiopia in 2003, partnering closely with the Ethiopian Orthodox Church Development and Inter-church Aid Commission (EOC-DICAC). In its 20 years operating in Ethiopia, IOCC has worked in cooperation with EOC-DICAC, international and local NGOs, and various ministries, including the ministries of Health, Education, and Agriculture, and provided humanitarian and development assistance to communities throughout the country.
Project Description/Position Overview
The primary responsibility of the Pharmacist is to establish and maintain pharmaceutical/medical commodities supply and distribution system for the emergency health and nutrition response services. She/he will mainly be responsible for the implementation of efficient and effective pharmaceutical management practices. In addition, the position holder is also expected to provide supervision, technical assistance, and capacity building to mobile health and nutrition team (MHNT) in the field. She/he will be responsible for the daily implementation of pharmaceutical services as per the standard. She/he will be also responsible for the implementation of auditable, transparent, and accountable pharmaceutical transactions and services (APTS) at the assigned field site
Duties and Responsibilities
  • Ensure a close follow up and updates of the National Drug Supply Regulation particularly in regard to pharmaceuticals importation permits and restrictions.
  • Oversee proper management of all pharmaceuticals and medical commodities in health facility pharmacies; supervise storage conditions (e.g. humidity, temperature, light exposure, cleanliness, pest and rodents control, stock security, maintenance of cold chain, etc.), classification, organization and inventory, in order to guarantee the quality of the medicines and other medical commodities and prevent damage, financial losses generated by expired items, deterioration of products and robbery.
  • Collect and analyze consumptions of Pharmaceuticals and medical supplies dispensed/used on regular basis, identify discrepancies between consumption reporting and morbidity pattern and enforce compliance to protocols and report on unusual patterns.
  • Function as technical Pharmacy support regarding all questions related to pharmaceutical information, medication use (protocols and rational drug use), management of side effects, adherence issues etc.
  • Regular technical visits to project sites to ensure appropriate follow-up of activities.
  • Ensure appropriate storage and management of supply of narcotic and psychotropic medicines with respect to national legislation and permit traceability for these specific products.
  • Ensure the proper disposal of Pharmaceuticals and medical commodities according to National Regulatory Authority Safety standards and waste management protocols, and international standards.
  • Establish a medical commodities dispatch and monitoring system during regular programing and any emergency response.
  • Work closely with the field program team especially the health and nutrition team during identification, request, procurement, dispatch and utilization of pharmaceuticals and medical supplies.

Job Requirements

 

Knowledge, Skills and Abilities (KSA):
  • Good written and spoken communication skills in the local language (Amharic). Extremely flexible, able to work independently, and can cope with stressful situations.  Good organizational and interpersonal skills. Ability and willingness to work in remote and potentially insecure environments.

Competencies:

  •  Ability to work in a team; sensitivity to cultural conditions and practices; tenacity in observing procedures, regulations, and other requirements in implementing and maintaining IOCC programs; and make appropriate recommendations.

Education:

  • Bachelor’s degree in Pharmacy (B pharm) with two years of experience or Diploma in Pharmacy with at least five years of experience in the field out of which two years of NGO experience in the field.

Experience:

  • At least two years experience in the field, out of which one year NGO experience in the field; and experience in Emergency nutrition and health implementation.
