Job description

Position: Mobile health and nutrition team in Public Health Emergencies

Reports to: Deployed health center and/or Wereda health office with the functional relationship with Zonal health department and/or regional IMS/APHI

Duration: minimum of two (#02) months with possible extension based on the situation and budget donor

Location: Amhara NRS health facilities, IDPs collective sites and will be relocating from health facility to health facility or from Wereda to Wereda or from zone to zone based on the prioritization of the situation.

Background

World health Organization (WHO) has been donated budget to Amhara Regional natation state public health institute (APHI) to deploy ten (#10) mobile health and nutrition team with different professional composition in conflict affected areas of the region for three months. The MHNT supports to conflict affected communities, internally displaced persons (IDPs) who are hosted in the community or in collective sites, and hard to reach area communities. The teams will be deployed based criteria of high burden of internally displace peoples (IDPs) which could not be able to manage in nearby health facilities due to the health workforce, health and nutrition outbreak in the zone and ditricts, hard to reach areas to reach health and nutrition services in which the area will not cover by the existing helath workforce, low health and nurotition servcie coverage, and host commuinty IDPs based on districts and kebeles with significant number in related to the cluster community as well as where the Health work force versus population density ratio is far from the expected in related to ethiopia health work force.

The deployed teams will provide services of maternal and Child health care, emergency nutrition, sexual and reproductive health care, communicable and non-communicable diseases treatment care, mental health and psychosocial support (MHPSS), clinical management of SGVB, health risk communication and community engagement activities, IPC WASH activities, public health surveillance and Emergency Response activities, pre referral treatment and case referral and any other necessary health and emergency nutrition service packages will be added as appropriate by the RHB/APHI and hiring organization Purpose

The health and nutrition need of displaced people are overwhelmed hosting health facilities which did not able to carry on existing work force and capacity. Moreover, the liberated area health facilities interrupted the services. Due to the fact that the health facilities with the supplies, equipment and drugs are destructed, looted and damaged. To alleviate the overburden of hosting health facilities and reinitiate interrupted health services in liberated areas, deployment of MHNT is a decisive mechanism. These MHNTS is to provide health, nutrition and mental health services to the conflict affected communities in Amhara region. The support mainly aims to outpatient and inpatient health and nutrition services, nutrition screening, mental health services, health education, outreach activities, outbreak investigation and verifications, compile and document performed activities in adhered with district health information systems, and other related activities in assigned areas.

1. Team composition

The team members will be composed at least six health professionals with two optional team members and/or one rental vehicle. One medical Doctor if not available a health officer, a Psychiatrist/psychiatric nurse or BSc health worker trained with mental health, two BSc. Nurses if not available Diploma nurse, a BSc. Environmental health if not available Diploma EH and a BSc. Midwifery if not available diploma midwifery with two optional members of a Pharmacist if not available diploma pharmacy and a Laboratory technologist if not available diploma Laboratory technician as well as driver with vehicle. The vehicle might not be assigned to each team members.

3. Recruitment type and Payment issues

The recruitment type is contract with daily allowance without salary. The daily allowance will be 650.00 Ethiopian birr per a day and 500 birr monthly mobile allowance in cash. The payment will be done after the confirmatory letter from the working health facility which will be verified by zonal health department with formal letter to the APHI every end of the month.

4. Team leader

A team leader will be the Public Health specialist any experienced person among the members. There is no additional payment to the team leader whereas after the completing of the job experience letter will be issued as team leader. The team leader will be nominated by appointing organization, APHI in consulting with zonal, district and assigned team members.

5. Team deployment area

The team members will be formed from each profession with a minimum of six members at the regional level. The formed teams will be deployed to conflict affected zones health facilities based on the zones demand with considering the criteria. The team’s specific health facilities or working areas will be determined by the zonal health department in consultation with assigning health facilities district with advising of Amhara public health institute. The team will be relocated based on the severity of emergency of health and nutrition needs in the conflict affected areas.

6. Duration contract

The teams will be deployed for two months with possible extension in conflict affected areas of the region.

7. Main responsibilities and tasks of team members

Health officer

The Health officer is accountable to the team leader and/or the team deployed health facilities with functional relationship to zonal health department and regional APHI.

  • Working at Adult OPD and manage all cases above 5 years old (NCDS, Communicable Diseases)
  • Act as Medical consultation for all medical cases encounter by the team.
  • Support the team and activities coordination and act as co team leader if delegated.
  • Will conduct other activities given by the team leader.

 

Essential Educational Qualifications:

A university degree (BSc level or above) in the fields health officer from an accredited/recognized institute with certified professional license from authorized offices. Training and practical experience in emergency management, humanitarian principles, health system resilience and surveillance.

 

7.1. Mental Health/psychiatry

The mental health/psychiatry is accountable to the team leader and/or the team deployed health facilities with functional relationship to zonal health department and regional APHI.

• Provide psychosocial support for the community (mental Health education, Screening, Counseling, diagnosis and refer)

• Provide emergency psychosocial therapy to cases at working site.

• Provide onsite psychosocial training for health workers and community volunteers.

Essential Educational Qualifications:

A university degree (BSc level or above) in the fields of bachelor science degree in mental health/psychiatry from an accredited/recognized institute with certified professional license from authorized offices

Nurses

The nurses are accountable to the team leader and/or the team deployed health facilities with functional relationship to zonal health department and regional APHI.

  • Working at Under 5 OPD.
  • Responsible all nutrition screening activities (screening, Treatment)
  • Link to SC, OTP and TFP based on the nutritional status of the children.
  • Provide Technical support to health workers and HEW working at the nearby SC and OTP.
  • Provided Vitamin A and deworming.
  • Provide nutrition services on infant, young and child feeding in Emergency.
  • Provide EPI services.
  • Provided Vitamin A and deworming.
  • Counselling on IYCF-E packages including advice for breast feeding

7. Midwifery

The midwifery is accountable to the team leader and/or the team deployed health facilities with functional relationship to zonal health department and regional APHI.

  • Coordinate over all SRH services (ANC, Family planning.)
  • Iron Supplementation, provision of TT,
  • distribution of clean and safe delivery,
  • Identification of high-risk mothers and facilitation of referral system to the nearest health facility, birth preparedness & complication readiness, counselling on Family Planning (FP) maternal nutrition,
  • IYCF-E including, breast feeding & HIV. .
  • Others are promotion of safe Delivery,
  • Post Natal Care as well as managing other acute and life-threatening illnesses.

 

Essential Educational Qualifications:

A university degree (BSc level or above) in the fields of bachelor science degree in midwifery from an accredited/recognized institute with certified professional license from authorized offices. Training and practical experience in emergency management, humanitarian principles, health system resilience and surveillance.

8. Vacancy on air

9. The vacancy will be on air for three (#03) working days from june 19- 21/2023. It is an emergency position to respond to the returning IDPs, conflict-affected areas, and IDPs in collective sites. Job Requirement

Experience and Skills (all positions)

Experience – zero year and/or above working experience to all team members preferably hands-on experience in working in emergency response on its profession various PHE response and impact assessment/evaluation preparation, experiences in responding to emergencies including but not limited to situations of internal displacements, influx of refugees, and natural disasters preferably in a coordination, or strategic advisory and managerial capacity at national and sub- national level. Previous hands-on field work in emergencies, disasters with displacement and conflict settings is an advantage.

Skills – Language: Excellent knowledge of spoken and written English and Amharic to all team members.
