Job description

 

The Public Health Institute of the Amhara Region wants to operate a Mobile Health and Nutrition Team (MHNT) in areas affected by the war and other public health disasters with the budget received from the World Health Organization, paying 650 birr per day among job seekers.

 

Position: Mobile health and nutrition team in Public Health Emergencies

Reports to: Deployed health center and/or Wereda health office with a functional relationship with Zonal health department and/or regional IMS/APHI

Duration: Six months with possible extension based on the situation and budget donor

Location: Amhara NRS health facilities, IDPs collective sites and will be relocating from health facility to health facility or from Woreda to Woreda or from zone to zone based on the prioritization of the situation.

1. Background

.

World health Organization (WHO) has been donated budget to Amhara Regional natation state public health institute (APHI) to deploy nine (#09) mobile health and nutrition team with different professional composition in conflict or other public health emergencies (PHEs) affected areas of the region for six months. The MHNT supports to emergency affected communities including drought affected areas, conflict affected areas, internally displaced persons (IDPs) who are hosted in the community or in collective sites, and hard to reach area communities. The teams will be deployed based on the identified health service provision gaps and health care worker needs.

The deployed teams will provide services of maternal and Child health care, emergency nutrition, sexual and reproductive health care, communicable and non-communicable diseases treatment care, mental health and psychosocial support (MHPSS), clinical management of SGVB, health risk communication and community engagement activities, IPC WASH activities, public health surveillance and Emergency Response activities, pre referral treatment and case referral and any other necessary health and emergency nutrition service packages will be added as appropriate by the RHB/APHI and hiring organization.

 

Purpose

Currently the region is in a complex public health emergency mainly due to the presence of conflict, drought, many communicable disease outbreaks (measles, malaria, anthrax, pertussis, rabies etc.) and has a huge gap to provide essential health services to the affected communities.

These MHNTs is to provide health, nutrition and mental health services to the emergency affected communities in Amhara region. The support mainly aims to outpatient and inpatient health and nutrition services, nutrition screening, mental health services, health education, outreach activities, outbreak investigation and verifications, compile, report and document performed activities in adhered with PHEM/ and health information systems, and other related activities in assigned areas

2. Salary payment

The recruitment type is a contract with a daily allowance of 650.00 Ethiopian birrs per day and 500 birrs monthly mobile allowance in cash without salary.

 

3. Main responsibilities and tasks of team members

3.1. Health officer

.

The health officer is accountable to the team leader and/or the team deployed health facilities with a functional relationship to the zonal health department and regional APHI.

 

Essential Educational Qualifications:

 

A university degree (BSc level or above) from an accredited/recognized institute with a certified professional license from authorized offices.

 

Job Description/Responsibilities:

Specific responsibilities include, but are not limited to:

• Working at Adult and under five OPDs and manage all cases (NCDS, Communicable Diseases)

• Act as medical consultation for all medical cases encounter by the team.

• Support the team and activities coordination and act as co team leader if delegated.

• Support and provide outreach health and nutrition services

• Will conduct other activities given by the team leader.

3.2. BSc. Nurses

 

The BSc. nurses are accountable to the team leader and/or the team deployed in health facilities with a functional relationship to the zonal health department and regional APHI.

A university degree (BSc level) from an accredited/recognized institute with a certified professional license from authorized offices.

 

Job Description/Responsibilities:

 

Specific responsibilities include, but are not limited to:

• Working at adult and Under 5 OPDs.

• Responsible all nutrition screening activities (screening, Treatment)

• Link to SC, OTP and TFP based on the nutritional status of the children.

• Provide Technical support to health workers and HEW working at the nearby SC and OTP.

• Provided Vitamin A and deworming.

• Provide nutrition services on infant, young and child feeding in Emergency.

• Provide EPI services.

• Provided Vitamin A and deworming.

• Counselling on IYCF-E packages including advice for breast feeding

3.3. BSc. Midwifery

.

The BSc. midwifery is accountable to the team leader and/or the team deployed health facilities with a functional relationship to the zonal health department and regional APHI.

Job Description/Responsibilities:

Specific responsibilities include, but are not limited to:

• Coordinate over all SRH services (ANC, Family planning.)

• Iron Supplementation, provision of TT.

• distribution of clean and safe delivery,

• Identification of high-risk mothers and facilitation of referral system to the nearest health facility, birth preparedness & complication readiness,

• counselling on Family Planning (FP) maternal nutrition,

• IYCF-E including, breast feeding & HIV.

• Others are promotion of safe Delivery,

• Post Natal Care as well as managing other acute and life- threatening illnesses.

3.4. Environmental Health

.

The environmental health is accountable to the team leader and/or the team deployed health facilities with a functional relationship to the zonal health department and regional APHI.

Job Description/Responsibilities:

 

Specific responsibilities include, but are not limited to:

• Coordinate the work of the team and manage operational matters (e.g. Supplies (Medical Gown, PPEs), Stationery, etc.)

• Assess the potential risks for outbreak (active surveillance)

• Regularly update the woreda/zonal or RHB on immediately and weekly reportable disease

• Facilitate and lead with woreda/ zonal or RHB outbreak response, if outbreak is confirmed by the higher level.

• Responsible for daily health education program, based on selected topics alongside HEWs.

• Assess, identify and effectively utilize community-based communication plat forms for health promotion and disease prevention by engaging HEWs in the area.

• Provide health education with public health officer while the rest of the team are organizing the service provision.

• Develop the movement plan of the team, compile weekly and monthly activity report or delegate the task, monitor supply utilization and request replenishments (monthly).

• Liaise with local authorities, represent the team in meetings and be responsible with all communications of the team.

• Do active surveillance with other stake holders

• Coordinate the WaSH/ IPC activities (Latrine construction, Sanitation campaign, Waste management, Hand washing facilities and Water quality test

3.5. BSC Psychiatry or Mental health specialized nurse

.

The Psychiatry or Mental health specialized nurses accountable to the team leader and/or the team deployed health facilities with a functional relationship to the zonal health department and regional APHI.

Job Description/Responsibilities:

 

Specific responsibilities include, but are not limited to:

• Performed psychiatric consultations of new cases and attendances providing appointments, ensuring proper diagnosis and appropriate treatments accordingly.

• Encouraged patients to participate in motivational intervention/psycho- educative/rehabilitative activities in collaboration with psychologist and social workers, managing unstable and acute patients, applying ‘de- escalation’ techniques when needed.

• Facilitate different psychiatric /mental health-related orientation to medical staff.

• Perform regular home visits with the community health extension workers ensuring that the patients are followed up properly; take his/her medication and to understand their home environment.

• In the places assigned, assess, identify, and respond immediately to problems associated with mental health.

• In collaboration with other medical team members, monitored patient’s condition actively, taking appropriate measures, support patients to avoid harming themselves or others.

• Worked in close collaboration with psychologists and social workers to ensure a comprehensive package of mental health care for all patients, and to give input for the mental health awareness and de-stigmatization activities

• Carried out administrative procedures and documentation (filled in patients’ files, forms, statistics, database, etc.), in order to have updated and correct information captured about the day-to-day activities.

• Compile information and prepare written reports as necessary

• Implement other activities as per the direction of the supervisor

3.6. Psychologists

.

The Psychologists are accountable to the team leader and/or the team deployed in health facilities with a functional relationship to the zonal health department and regional APHI.

Job Description/Responsibilities:

 

Specific responsibilities include, but are not limited to:

• Assist the integration of mental health and psychosocial support into general health care and protection sectors.

• Conduct assessments of a clients with psychosocial concerns using ecological model & strengths—based approach.

• Providing effective individual, family, and group psychological intervention.

• Develop care plan with realistic goals, make follow up and refer clients/survivors based on their needs.

• Able to provide brief psychological counselling (stress and relaxation techniques, motivational interviewing, and solution focused therapy).

• Provide psychosocial support services linked to general health care clinics

• Provide culturally appropriate counselling services to the affected communities with mental problems or experiencing psychosocial challenges in accordance with professional ethics and best practices.

• Strengthen community-facility refer referral system with psychosocial needs.

• Work in keeping with IASC guidelines on mental health and psychosocial support and promote guidelines where appropriate.

• Able to provide holistic mental health and GBV case management.

• In collaboration with social workers and community health extension workers able to organize group based low intensity psychological interventions (e.g., SH+, PM+, IPT-G…).

• Able to provide psychological interventions to the identified clients with MNS conditions.

• Closely work with the psychiatry nurse and social workers to address the multiple needs of clients /survivors with Mental, psychological, and social concerns.

• Compile information and prepare written reports as necessary

• Work collaboratively with other agencies, local and international and with relevant government bodies.

• Implement other activities as per the direction of the supervisor

 

3.7. Social worker

 

The Social workers are accountable to the team leader and/or the team deployed in health facilities with a functional relationship to the zonal health department and regional APHI.

 

Essential Educational Qualifications

 

A university degree (BSc level) from an accredited/recognized institute with a certified professional license from authorized offices.

Job Description/Responsibilities:

Specific responsibilities include, but are not limited to:

• Provide social work and social support services linked to general outreach level

• Work with health extension workers to provide awareness about MHPSS and SGBV in the community.

• Develop culturally appropriate psychosocial activities, including social support activities. These include, but are not limited to training in psychological first aid, designing holistic recreational, vocational and social activities; development of material and activities for awareness campaigns and advocacy program.

• Strengthen community-facility referral system for psychosocial problem

• Establish, equip, and run recreation centers to people in need of psychosocial support.

• Work in keeping with IASC guidelines on mental health and psychosocial support and promote guidelines where appropriate.

• Maintains and seeks out knowledge of current research, evidence informed practice, global guidelines (e.g., IASC) and socio-historical context, relevant to work.

• Coordinate/ensure outreach activities with relevant community leaders and government or report timely for direct supervisor, including standardized reporting practices.

• Organize and lead workshop for mental health club students to promote mental health in the school and create supportive environment for students with mental health problems.

• Collaborate in developing and providing input for culturally appropriate community based mental health care services

3.8. Team leader

.

A team leader will be the Public Health specialist or health officer or any experienced person among the members. There is no additional payment to the team leader whereas after the completing of the job experience letter will be issued as team leader. The team leader will be nominated by appointing organization, APHI in consulting with zonal, district and assigned team members.

5. Vacancy on air

.

The vacancy will be on air for five (#05) working days, from March 27, 2024 to April 2, 2024. It is an emergency position to respond to the public health emergencies in IDPs, conflict-affected areas, and other prioritized public health emergencies (PHEs) affected sites. The number of candidates appearing for the exam will be decided by lot. Lottery drawing date 5/4/2024 local time 4:00 at Amhara Region Community Health Institute campus.
