 POSITION TITLE:                          Midwife – Mobile Health and Nutrition Team, Oromia Humanitarian Response

REPORTS TO:  MHNT Team Leader

DUTY STATION:  Gudetu Kondala Woreda, West Wollega Zone, Oromia Region.

PROGRAM:                                     Integrated multi-sectoral response (Health, Nutrition, and Protection) to support conflict affected IDP Returnees in Gudetu Kondala Woreda, West Wollega Zone, Oromia Region.

MINIMUM HOURS OF WORK:                                      40 Hours per Week

 PROGRAM BACKGROUND:

Project HOPE Ethiopia has secured funding from Ethiopian Humanitarian Fund (EHF) to implement Integrated multi-sectoral response (Health, Nutrition, and Protection) to support conflict affected IDP Returnees in Gudetu Kondala Woreda, West Wollega Zone, Oromia Region. This project, jointly implemented with Fayyaa Integrated Development Organization (FIDO), will provide integrated life-saving emergency and essential Primary Health Care (PHC), Nutrition, and Protection services to conflict affected returnees. It will also restore relevant service delivery systems through static and outreach/mobile modality, facility rehabilitation and strengthening capacity of targeted sectors.

The core interventions of this humanitarian response project are to delivery of vaccination services, Sexual and Reproductive (SRH) services, treatment of sick children and adults, outbreak disease control including Cholera, Malaria and Measles case management, improved provision of maternal and newborn health, mental health services to returnees; prevention and treatment of acute malnutrition together with Maternal and Infant & Young Feeding in Emergencies (MIYCF-E) counselling for improved practices. Moreover, the project will deliver protection services to vulnerable groups of returnees and supports protection systems. The project will also enhance community engagement, establish accountability systems and also rehabilitate damaged health infrastructure to benefit both the returnees and the broader community.

 

JOB SUMMARY:

The Midwife- MHNT is responsible for and delivery of specialized midwifery and Maternal and Neonatal health and Nutrition services to IDPs returnees and host communities in the assigned Woreda ensuring technical quality. She/he will mainly be responsible for the day-to-day implementation of clinical emergency health services delivery to pregnant women, girls, mothers  and newborns, including ANC, delivery, PNC, FP and GBV related screening and treatment services, conduct of outreach EPI, health education and Maternal and neonatal surveillance activities as per the guideline of national and RHB mobile health and Nutrition teams. The position holder is also expected to provide supervision, technical assistance and capacity building on RMNH to health extension workers and Health workers in health facilities.

 

She/he will be responsible for the daily implementation of mobile health and Nutrition services package as it related to Maternal and newborn health per the standard, supporting health facilities assigned as integrated mobile health & Nutrition modality and daily dispensary and drug supply management. S/he will also be responsible for day-to-day documentation people provided for health education and all provided services accordingly and compile weekly and monthly reports and share with MHNT team leader and Woreda health offices.

 

 SPECIFIC RESPONSIBILITIES 

Specific responsibilities of the Midwife-MHNT include but are not limited to:

 Technical

  • Plan, organize and implement quality ANC, PNC, delivery and essential newborn care services to IDPs and host communities in outreach and HF settings.
  • Integrated delivery of RH minimum service package (MISP) service into emergency health services.
  •  Provide immunization services for children, adolescent girls and women based on the national standard.
  • Provide iron supplementation, TT vaccine, FP counselling and contraceptives, to eligible women.
  • Provide screening of GBV among women and provide clinical services and linkage to PSS.
  • Provide Adolescent ASRH services including FP, CAC services and CXCA screening.
  • Strengthening of early referrals mechanism all obstetrics complications and other maternal and child health illnesses
  • Screen and manage sick newborns according to ICMNCI protocol/guideline.
  •  Improving basic preventive health care at community level in line with public health emergency management with emphasis health especially preventing maternal and newborn deaths.
  • Support delivery of family health (RMNH) services in target PHCUs.
  • Support the family MUAC in implementation kebeles.
  • Ensure all referral cases are properly transported to the nearest health facility based on the availability of ambulance and seriousness of the illness.
  •  Ensure ethical conduct and patient safety at all times, including use of PPEs.
  • Strengthening of linkages and coordination mechanisms between HP and HCs and designated referral Hospitals.
  • Train and support the HEWs on provision of quality maternal and newborn health services including SRH services according to national guidelines.
  • Train and support community-based volunteer health workers for the implementation of the community component of the project.
  • Ensure at all times the MHNT team and HFs are adequately equipped and supplied with the essential drugs and medical equipment for provision of MNH and SRH services.
  • Conduct planning and promotion of awareness creation on maternal and newborn health issues in the community.

Monitoring & Evaluation

  • Recording of client/patient data, data collection and management including maintenance of HMIS data.
  • Submit weekly, monthly and quarterly report to team leader.
  • Prepare weekly and monthly indicators report for the assigned service areas.

OTHER FUNCTIONS

  • Performs any other related duties that may be assigned by immediate supervisor.

Job Requirements

.

  • BSc in Midwifery nursing
  •  ​Minimum of 5 years work experience in health programs both at clinical and community-based programs, working in lifesaving primary health care services
  • BEmONC and CAC training preferred.
  •  Experience of community engagement and mentorship and health facility support
  • NGO and humanitarian experience is an advantage.

TECHNICAL SKILLS:

  • Ability to work under pressure, long work hours and high workload.
  • Excellent communication skills- verbal and written skills in Affan Oromo and English are a must.
  • Self-motivated, transparent, highly responsible, and punctual.
  • Ability to work as part of a team as well as to work autonomously when required
  • Experience in training of staff in health programming.
  • Excellent interpersonal communication.
