Job Description
Job Purpose:
The Health Officer is the team lead for the MHNTs in the assigned Woreda. He/She will be responsible for all the aspects of the MHNTs with regards to quality service delivery and in line with the Somali and National MHNT guidelines. More specifically, the health officer is responsible for adult and under 5 medical consultations, supplies requisitions, capacity building of the teams, coordination with other MHNTs in the Woreda and timely submission of reports to the Health and Nutrition project Manager.
Main duties & Responsibilities:
Technical Support and Facilitation
- Carry out the daily mobile services in the selected kebeles according to the standard procedure
- Clinical consultation/examination of patients daily
- Carry out any appropriate and available investigations that may adjust diagnosis
- Prescribe medications and therapeutic foods according to patients’ diagnosis, age and weight, and be aware of possible drug interactions.
- Ensure timely consultation and/or referral for complex medical cases which require further investigation and treatment
- Ensure that all medicine, medical supplies and equipment needed for the activities are available before departure.
- In collaboration with Health and Nutrition PM, MOH HEW and the mobile team, contribute to improvement of the mobile activities by making suggestions, team discussions, observation of the activities
- Report any managerial problems to the Health and Nutrition PM
- Participate in the selection, functionalization and strengthening of operational sites including a health post with collaboration with the Woreda Health Office.
- Support package for health posts includes including service delivery, HEWs capacity development in recording and reporting, active case searching and sensitization, supply and cold chain management and model household training.
- Coordinate with Health and Nutrition Project Manager and with the team members in operational matters (e.g. Supplies, Fuel, DSA, Stationery, etc.).
- Liaise with local authorities, represent the team in meetings and be responsible with all communications of the team.
- Explain how to take any treatment prescribed and the importance of following them correctly
- Respect medical confidentiality at all times
- Document clearly the admission and discharge diagnosis for each patient according to national statistical definitions to enable good analysis by the mobile team
- Write prescriptions clearly and neatly on health card or prescription chart
Coordination and networking
- In collaboration with project manager, facilitate and participate regularly at Woreda level health and nutrition taskforce meetings to be chaired by the Woreda health office and/or Disaster Preparedness and Prevention Office/DPPO
- Establish and maintain smooth working relationships with Concern staff, government bodies and other stakeholders
- Ensure good communication with the team
- Work in close collaboration with co-workers as well as with staffs of partners and the authority
- Report problems encountered in the centre or within the team to the Health and Nutrition PM
- Propose solution to solve any problem faced and report them to the Health and Nutrition Project Manager.
- Participate actively in regular staff meetings
Planning, Reporting and Accountability
- Prepare monthly progress reports and any other required documentation for submission to the Project Manager
- Ensure and support the Woreda Health Office (WoHO) staff in reporting, recording and supply management of OTP and SC program
- Ensure weekly and monthly reports are submitted to the project manager using appropriate format (narrative and statistics with database)
- Ensure that program participants and stakeholders have clear information about the program activities as appropriate and relevant to them.
- At all times, adhere to policies and guidelines of Concern.
- Support on cascading induction on mainstreaming gender, protection, accountability, HIV/AIDS, and equality to other project staff

- Ensure proper documentation of good practices, success stories, challenges for learning and sharing
- Follow clearly appropriate protocols and guidelines – National.
- Ensure any investigations carried out are clearly marked on the health card or admission chart
- Participate in the weekly/ monthly data compilation and reporting of Mobile activities
- Prepare both weekly and monthly reports regarding your activities, identified, problems and proposed solutions for your immediate supervisor and program manager (if he/she needs it)
- Ensure timely request of drugs, supplies and other program items.
Additional Duties
Perform other duties assigned by the line manager for the accomplishment of programme objectives.

Job Requirements
- BSc Degree in Public Health/Nursing
- Minimum 3 years’ experience in a health facility setup
- NGO experience in emergency projects is an advantage (MHNT is highly preferred)
- Good communication and report writing skills
- Good negotiation skill with government and other agencies
- Ability to communicate effectively in both oral and written English.
- Good interpersonal skills and team player with sensitivity to cultural diversity
- Ability to work under pressure
- Ability to understand and respect the cultural, religious and political environment and to work well with staff and local authorities in a diplomatic manner
- Experience in providing training and capacity building for staff
- Fluency in Somali language require

- Recognising potential indicators of adult and child abuse, harm and neglect
- Good self-management skill
- Good time management skill and ability to work under pressure to meet deadlines.
- Respectful of others, their beliefs and values. Trustworthy, honest and reliable
- Skill on minor electrical repairs, installation of plugs sockets and plumbing textures and fittings.
