The International Committee of the Red Cross (ICRC) Delegation in Ethiopia is looking to hire an experienced, highly motivated and qualified person to fill the position of Health Field Officer 2 (4 months Maternity cover) based in Gondar

Terms of Employment: 4 months fixed term contract for maternity cover

PURPOSE

Health Field Officer 2 contributes to implementing, running and monitoring the health programme(s), in cooperation

with the health team, according to the objectives set out in the delegation’s annual planning (Planning for Results)

for a specific geographic area or field of activities. More specifically S/he contributes to the improvement of the living

conditions of detainees through ensuring proper access to quality medical care and improving the health conditions

whether on systemic or individual approach.

RELATIONSHIPS

 Internally, interacts with health staff (Health Field Officers, Health Delegates, Health Program Manager, Deputy

Health Coordinator, Health Coordinator), Protection, Ecosec, WatHab, Logistics, Head of Sub-Delegation among

others.

 Externally, interacts with local (health and prison) authorities, international and local stakeholders (International

Red Cross and Red Crescent Movement partners, UN, NGOs) in his/her geographic area or field of responsibility,

and beneficiaries.

GENERAL DUTIES

 Understands and adheres to the seven Fundamental Principles of the International Red Cross and Red Crescent

Movement

 Understands and adheres to the ICRC Code of Conduct

 Understands the roles of the components of the International Red Cross and Red Crescent Movement

 Always respects and observes staff regulations and security rules

 Always represents the ICRC in a professional manner

 Develops and maintains a pleasant and conducive working environment with colleagues and line managers

 Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC

 May be asked to perform tasks not covered in this job description and to provide support to other departments

when necessary

ACCOUNTABILITIES AND RESPONSIBILITIES

 Contribute to the general contextual analysis in detention and defines the delegation’s strategies in relation

to healthcare in detention in Amhara, Benishagul Gumuz and Afar regions.

 Regularly visit the priority prisons in his/ her area of operation (Gondar, Kemisse, Bahir Dar)

and any other places of detention as per needs. In all the priority places of detention, support on-job

coaching for health staff and ensure quarterly medical assistance requisitions are timely done and

delivered. Update the priority prisons monitoring tool on a quarterly basis and discuss with the HPM on

areas requiring specific attention.

 Ensure the assessment of needs, planning, implementation and follow up of all HCD activities in prisons

and Police Lockups, aimed at improving detainees’ access to effective health care.

 Carries out the assessment of the detainees’ health status and monitors their access to quality healthcare,

identify more vulnerable detainees (pregnant and lactating women, those with physical disabilities, and

mentally challenged detainees) for regular follow-up and relevant support.

 Provides regular reports and contributes to analysis context.

 Participates in the written reporting of meetings and adequate follow up.

 Provide ad hoc reports regarding relevant emergent public health issues.

 Assists in medical data collection, translation (from Amharic to English) and interpretation; ensure all MADDET reports for all facilities in his/her area of responsibility are timely submitted. Ensures proper management of information collected and produces the subsequent reports.

 Assists the Health Programme Manager in the preparation of prisons’ health staff trainings and Technical Working Groups.

 Supports in Sub-delegations’ response to sexual violence

 In coordination with logistics department, ensures the medical supply chain procedures are adhered to

from service requisition to reconciliation of delivery documentation via the IRIS application.

 Supports other health programmes in implementation of their activities in the sub-delegation

 Establishes and maintain professional contact with health and prison authorities and institutions.

 Liaises with other internal departments ensuring multidisciplinary approach in detention and health in general

 Participates in analysis of and reflection on the overall health situation; contributes to realistic project

proposals in line with the sub-delegation’s objectives and priorities.

 Helps organize meetings; advises staff members in matters such as culture, politics, the economy,

security, etc.

 Liaises and builds networks with local stakeholders to facilitate communication on and coordination of

activities, thereby ensuring more efficient implementation of health programs.

 May represent the ICRC vis-à-vis beneficiaries, local authorities, humanitarian players, armed groups, etc.

ADDITIONAL DUTIES

 Follows up on all work-related messages and correspondence with the relevant contacts and departments

 Is aware of the delegation’s objectives and has a good knowledge of the Movement and other contacts relevant to the position

 Collects and shares information to improve the ICRC’s understanding of the environment and humanitarian trends and responses

 Represents the ICRC in an appropriate way during activities, in meetings and in the field, and avoids any activity that may reflect negatively on the ICRC’s image

 Takes responsibility for their own professional learning and development

 Occasionally participates in a field visit where administrative support is required.

Job Requirements

.

  • University degree in Medicine (Medical doctor) or a degree in nursing or other relevant health profession.
  • 3 to 5 years of total work experience (including 2 years of clinical experience) with minimum 2 years’ experience in the humanitarian sector.
  • Good connections with local health authorities or groups of interest for the ICRC.
  •  Excellent knowledge of the assigned geographic area.
  • Licence to practice in country of residence.
  • Very good command of spoken & written English and Amharic
