Job Description

Project HOPE seeks an experienced professional to support to provide technical support and coordinate all activities related to Water, Sanitation and Hygiene under its Boeing funded project.

Position Title: – Differentiated Service Delivery Model (DSDM) Officer

Reports to: – DSDM Adviser/HIV Prevention and Treatment program Director

Duty station: – Addis Ababa

Minimum hours of work: – 40 hours per week

Duration of employment: Three months with possibility of extension

 

DUTIES AND RESPONSILBILITIES:

JOB SUMMARY

POSITION SUMMARY:

In FY21, Project HOPE is responsible to provide technical assistant (TA) on the integrated implementation of family focused HIV prevention, care and treatment activities. Supporting the implementation of community based differentiated service delivery models (DSDM) is one of the focus areas of the TA support.  The DSDM officer will support community HIV care and treatment activities of project hope by working & collaborating with regional health bureaus, Zonal/wereda/sub city health office, Health facilities & other concerned staffs of implementing partners. The DSDM officer is expected to closely follow & support service providers at CAG/PCAD sites. He/she will follow and mentor both community based and health facility level service providers on the community-based ART refill or distribution group establishment & function as per the national implementation and standard operational procedures.

The position holder is expected to closely support RHBs and LIPs to improve the implementation of Community based DSDM as per the set target. He/ She will regularly review reports of LIPs and ensure performance and quality of programs

The position holder is expected to work 40 hours per week. The position requires working with multiple projects in which Project HOPE is a lead partner and sub partner. The task requires working closely with regional health bureaus, sub city /zone/wereda Health offices, Health facilities, LIPs and other governmental and non-governmental stakeholders. He/She is expected to prepare and submit a detailed activity plan and report to the assigned supervisors.

Specific Responsibilities

  • The DSDM officer is expected to facilitate the community ART refilling or distribution activities at the health facilities.
  • The DSDM officer is expected to make sure that community ART refilling and distribution activities are going smoothly according to the community DSDM implementation guide and SOP.
  • Actively participate in planning, implementation and monitoring of the community based ART refilling/distribution activities.
  • Follow and support the implementation of the adopted community based Differentiated Service Delivery Models, HEP –CAG & PCAD, at the health facilities of the target regions and.
  • Support and coordinate the pilot implementation of community-based adolescent and youth DSD models.
  • Provide technical assistance to the RHB, Zonal/Sub city & Woreda health office teams in developing/updating different guidelines, working formats, job aids, client education materials and monitoring and evaluation tools.
  • Provide technical assistance to LIPs to improve the progress of implementation of community HIV care & treatment activities.
  • Support LIPs in organizing DSDM training for service providers.
  • Provide support for LIPs and Health facilities in developing community-based ART refill/distribution plan to be incorporated in regional/zonal/Sub city/Woreda & HF operational plans.
  • Conduct regular mentoring & supportive supervision to the sites to identify gaps in the implementation of CAG/PCAD and ensure performance improvement plan developed and implemented on routine basis.
  • Will work closely and ensure that CAG/PCAD is a standing agenda at the various levels of the health system.
  • Together with responsible LIP staffs, support DSD (CAG and PCAD) activities (daily screening practice for DSD, documentation and reporting on DSDM register) at all the target health facilities.
  • Oversee and support the integrated implementation of other community-based HIV services.
  • Analyze the performance progress and formulate recommendations.
  • Prepare meeting minutes and proceedings.
  • Prepare performance reports as per reporting timely.
  • Perform other duties as assigned by the immediate supervisor.

Job Requirements

  • Education: Minimum of Bachelor Degree in medical or health science.
  • Experience: Minimum of five years relevant experience in the areas of Community HIV Care and Treatment service provision or implementation.
  • Excellent computer skills with knowledge of the internet, Microsoft word, excel and power point
  • Excellent team work, verbal and written communication, flexibility and adaptability, Patience and problem solving skill.
  • Good interpersonal & communication skills
