Job Description

Background

Jhpiego will conduct a study entitled as “Enhancing Health Workers Productivity Using Human Resources For Health Management Interventions:   An Implementation Research Approach “ to assess effectiveness of Health Workforce Improvement Program’s /HWIP/ human resources for health management interventions in enhancing health workers productivity and efficiency.  The main purpose of this consultant services is to provide high level technical assistance to Jhpiego in conducting this implementation research data collections. The consultants will collect data and conduct other relevant work for a maximum of 25 days. The services rendered by the consultants include conduct observations of health professionals time spend on productive and non-productive activities during official working hours, face to face interviews, document reviews and in-depth-interviews.

Jhpiego would like to invite interested qualified and experienced data collectors who are health professionals (medical doctor, nurse and midwife) to conduct qualitative and quantitative data collections from May 25 to June 18, 2023.

Study sites:  randomly selected 18 hospitals located in all regions except Tigray region.

Number of professionals needed: is 20,  from which 15 ( 5 medical doctors, 5 nurses, 5 midwives) for quantitative and 5 ( medical doctors or nurses or midwives) for qualitative data collections.

 Major activities

a)      quantitative data:  The consultants will be required to undertake the following activities:

–     Actively participate the 2 days data collectors training in Addis Ababa

– Develop feasible plan for data collection, supervision and data management

–   Communicate effectively with hospital CEOs and health workers about the study

–   Provide adequate information about the study and obtain consent from study subjects

– Comply with IRB requirements and all research implementation guidelines

–    Comply with COVID -19 protocol

–  Conduct observation on health workers time management during official working days

–  Conduct structured interviews with hospital CEOs/HR directors and sampled health workers

–     Conduct document (rosters) reviews

–    Ensure data are entered at KoboTollbox application using the tables and sync cleaned data every day in to server

–  Provides day-to-day data collection activity report to supervisors for any compliance/ violation to the study protocol.

–    Performs miscellaneous job-research related duties as assigned.

b)      Qualitative data:  The consultants will be required to undertake the following activities:

–     Actively participate the 2 days data collectors training in Addis Ababa

–   Develop feasible plan for data collection, supervision and qualitative data note taking format

–    Communicate effectively with hospital CEOs about the purpose of in-depth interviews (IID)

–    Provide adequate information about the study and obtain consent from study subjects

– Comply with IRB requirements and all research implementation guidelines

–    Comply with COVID -19 protocol

–  Ensure IID data are recorded properly in audiotape records; and field note taking

–     Provides day-to-day data collection activity report to supervisors for any compliance/ violation to the study protocol.

–    Performs miscellaneous job-research related duties as assigned.

Job Requirements

Qualification

Interested consultants are required to fulfill the following minimum qualification criteria:

·      Quantitative and/or qualitative research/survey interview experience is preferable

·       Experience in human resources for health studies will be an added advantage

·       Background in medicine, nurse or midwifery

·       Experience in electronic data collection platform will be an added advantage

·       Besides Amharic language, ability in Afan Oromo, Sidam or Somali or other local languages will be an added advantage

Evaluation Criteria

·       Proposals shall be evaluated with assigned weights of 60% for technical/ research experience and others/ and 40% for financial/ proposed daily rates/ parts.

Deliverables

·      Completed and cleaned data on time-motion/ observation, interview and document review

·      Verbatim Transcribed In-depth interview data in local language and translated into English

·     Completed field notes and audiotape records

·      Data collection field activity report

·   Tablets and audio equipment/tape recorder.
