 About the Position:

 The Zonal Senior TSFP Officer is responsible for ensuring a coordinated and well-managed response for GOAL Ethiopia’s work in the Tigray Region, Overall, the Zonal Senior TSFP Officer is responsible for ensuring the programme is delivered to international standards and to standards as per agreements with CRS. In addition, the Zonal Senior TSFP Officer is responsible for safety and security, donor liaison, proposal and report writing, and budget management. The Zonal Senior TSFP Officer is responsible for cooperation with the relevant authorities, stakeholders, and donors.  

 Key Areas of Accountability/Duties

 ·         Coordinate and facilitate implementation of activities and prepare weekly Project activities updates for the area office.

·         Represent GOAL Ethiopia in Zonal and Woreda-level Cluster coordination meetings.

·         Facilitate training, and work closely with MOH staff at Health posts, Health centres and hospitals, and zonal and woreda levels.

·         Ensure overall program quality implementation of the CMAM/TSFP implementation at the Woredas level.

·         Ensure adherence to medical and nutritional treatment protocols and procedures for children and infants in OTP/SC and TSFP are strictly followed by each woreda under his/her supervision.

·         Ensure Job aids are available in Health posts (HEW quick reference, Lookup table, report format, tally sheet, Plump nut, and drug stock control balance form) in each woreda health facility.

·         Receive weekly reports from the health and nutrition officer and TSFP and compile and submit them for area managers.

·         Provides technical reports on emergency health and nutrition for strengthening surveillance and public health emergency management.

·         Conduct regular checklist-based supportive supervision on targeted woreda and TSFP distribution sites.

·         Facilitate joint monitoring visits /joint supportive supervisions/ in integration with woreda and zonal health office and DRMC.

·         Generates’ and share supervision report and feedback for health and nutrition officers, the woreda health office, and health facilities.

·         Follow and ensure, action is taken by all responsible parties on gaps identified during supervision,

·         Ensure adequate availability of all medical and food supplies for each distribution, input into the creation and maintenance of a monthly distribution plan, and ensure stock is pre-positioned as planned with the health and nutrition office and logistics team at the regional level.

·         Creates and maintains a smooth relationship with local health and other authorities.

·         Make sure that health professionals from the health facilities participate in the daily routine work for sustainability and a smooth phase-out strategy.

·         Provides technical support and training where required to all woreda under his/her supervision.

·         Work closely and smoothly with donors under his/her supervision area.

·         Performs other related tasks as required.

·         At least five years’ experience in TSFP/CMAM programs of which at least one year is in a conflict setting, managing complex emergency responses, with a focus on emergency health and nutrition, and working with host communities and IDPs.

·         Degree in a relevant discipline, such as Nutrition, public health, social sciences, or a related field.

·         Proven ability in supporting proposals writing to key humanitarian donors such as, CRS, IA, BHA&ECHO, etc.

·         At least three years at the host community and IDP management level with demonstrable ability to influence a team of technical and support staff overseeing a large and complex program.

·         Demonstrable previous experience in program implementation and review.

·         Experienced and confident in representation with government at all levels, with institutional donors (BHA, ECHO, etc) UN agencies, NGOs, and government departments.

·         Excellent management skills with the ability to quickly reprioritize activities to meet the demands of the program in a rapidly changing context.

·         Good interpersonal and facilitation skills with the ability to lead teams to reach consensus on complex and/or divisive issues.

·         Commitment to capacity building staff, Proven management ability to lead, motivate and develop staff

·         Excellent writing skills.

·         Enthusiastic and willing to work unsociable and/or long hours to meet the needs of the program.

Desirable quality, skill and competence

·         Prior work experience in Tigray, and Oromia regions of Ethiopia with a history of chronic and acute crises.

·         Prior experience overseeing the implementation of programs in large-scale emergency response contexts.

·         Technical knowledge in health, CMAM, WASH, Livelihoods, and nutrition.
