OBJECTIVES OF THE PROGRAMME

  • To provide support to the MOH, Regional Health Bureaus, Zonal and Woreda Health Departments and relevant partners to improve the provision of appropriate rehabilitation care, including strengthening rehabilitation sector leadership, planning and coordination, technical support and capacity building
  • To strengthen the integration of comprehensive rehabilitation services in the health systems and also support including of mental health rehabilitative services

PURPOSE OF THE POSITION

In the context of the WHO Country Cooperation Strategy and the Ministry of Health (MOH) National Health Policy and Strategic Plan, the incumbent will provide technical support to the MOH to strengthen the integration of rehabilitation into health systems and support the expansion of rehabilitation services at all levels of healthcare.

DESCRIPTION OF DUTIES

The incumbent will undertake duties in the following areas:

  • Provide expert technical support to the MOH on the implementation of the National Rehabilitation and Assistive Technology Strategic plan
  • Provide technical support to the monitoring and evaluation process of the strategic plan including annual review and work plan preparation, mid-term review and final evaluation.
  • Support advocacy on the need to prepare for future volume of care for rehabilitation, including assistive technology and disability-inclusive health services, through coordinating the generation of evidence for relevant stakeholders in the country
  • Work closely with health systems and NCD (non-communicable diseases) and aging colleagues in the country office with a view towards the provision of integrated technical assistance
  • Coordinate inputs from counterparts in relevant technical departments at HQ, RO and donor and development partners (UN and bilateral), on expanding and strengthening rehabilitation in-country within the framework of delivering universal health coverage (UHC)
  • Act as an in-country focal point for donor-related inquiries and prepare donor reports

Required Qualifications

.

Education

Essential:

  • A first-level university degree related to a rehabilitation profession, or other health profession.

Desirable:

  • Advanced university degree in public health, or rehabilitation sciences.

Experience

Essential:

  • Minimum 2 years of experience in supporting the development of policies, services and programs in the health sector at the national or sub-national level, with a focus on rehabilitation.

Desirable:

  • Experience in public health and/or health systems.

FUNCTIONAL KNOWLEDGE AND SKILLS

  • Knowledge of the country’s situation with regard to rehabilitation with a good understanding of relevant needs, priorities and policies and the ability to apply them in a country office setting. Familiarity with WHO’s policies, practices, guidelines and procedures in the related areas desirable
  • Ability to transform technical content into advocacy tools.
  • Ability to identify issues, formulate opinions, and make conclusions and recommendations.
  • Ability to review and revise policies and objectives of assigned programme and activities.
  • Interpersonal skills using tact, patience and courtesy.
  • Excellent drafting and communication skills.
  • Team spirit and time management skills.
  • Proven knowledge of technical aspects in the field of rehabilitation in health systems.

REMUNERATION

  • NOB Step one Annual salary amounts to 28,310.00 USD
