Organization Overview:

OWS Development Fund (OWS DF) is a vibrant independent non-profit organization implementing lifesaving emergency projects and development programs in different parts of the country. OWS Development Fund strives to mitigate human suffering as a result of natural and man-made catastrophes as well as empower the community to get out of the cycle of poverty. Focusing on hard to reach and remote areas OWS Development Fund targets vulnerable and marginalized segment of the society. Thus, with the aim to further advance OWS DF operations we are looking for a qualified & skilled staff for ‘Project Coordinator’ position.

Position Summary:
We are seeking a highly organized and dedicated Project Coordinator to lead our project team in Gablalu. The position holder shall be in charge of technical quality implementation and delivery of the health and Nutrition services in the assigned location. She/he will mainly be responsible for the day-to-day implementation, health education, and SBCC, MAM and SAM screening and treatment for TSFP, OTP and SC as per the guideline of national and WHO. In addition, the position holder is also expected to provide supervision, technical assistance and capacity building to health extension workers and Health workers in health facilities. She/he will be responsible for the daily implementation of mobile health and Nutrition services package as per the standard, supporting health facilities assigned as integrated mobile health & Nutrition modality and daily dispensary and drug supply management. He will also be responsible for day-to-day documentation, people provided for all services accordingly and compile weekly and monthly reports and share with HQ; and clusters, zone and woreda health offices

Project Overview:

OWS DF would like to hire a qualified Project Coordinator for an EHF-funded project titled “CBPF-ETH-24-S-NGO-27680 Intersectoral response to reduce malnutrition in drought and conflict affected people in Gablalu Woreda, Somali Region.”

About You

Key Responsibilities:
Ensure the quality and success of all aspects of program operations & management at field-office level.
Ensure the effective operations of the project activities with the help of the Program Team.
On the basis of clear communication with HQ provide technical and supportive supervision and guidance to project team for proper implementation of the activities with standard quality;
Support the effective, efficient and timely implementation of projects at field office level as per the project document, and OWS and donor policies and procedures;
Aware and clear on OWS and donor financial policy, and ensure the proper application in project implementation;
Support monitoring of program budgets and grants and contract compliances. Compile reports from project coordinators at the field office level & submit to Program Team at HQ.
Support the project finance team in preparation of detailed financial report.
Ensure proper management and guidance of the project level staff in line with OWS HR manual.
Keep field office level project staff accountable to accomplishing quarterly progress toward goal completion as well as to establish goals and plans for the projects that under implementation with the help of project coordinators.
Ensure that project staffs at field office level are aware of OWS HR policies and procedures and they adhere to those policies and procedures.
Effectively manage project teams, including coordinators, field level staff and volunteers across the sub office with an emphasis on project implementation excellence, promoting a culture of cooperation, learning, creativity, and innovation.
Provide technical and coaching/mentoring support and build the capacity of the project staff/filed staff to perform their assigned roles and responsibilities effectively.
Make sure the creation of a favorable working environment and ensure that good team spirit is created and developed among project staff members.
Ensure the project staff prepare and do Performance Development Review (PDR) with respective supervisor as per OWS HR manual.
Support reinforcement of donor policies, procedures & OWS DF rules and regulations to project level staff &support staff at the sub office & developing guidelines submit the same for approval.
Support the monitoring and evaluation of the project implementation activities at the field office level.
Visit activities sites to observe, support and evaluate project coordinators.
Prepare and share the major findings of the monitoring and technical support visit reports to Program Team at HQ.
Support the design and develop of data collection and reporting format for internal use in collaboration with MEAL Office and MEAL coordinator .
Ensure learning from project implementation, assess capacity gaps & forward recommendations.
Produce a concise, reliable and timely progress reports (monthly, quarterly, biannual and final reports on the progress, achievements, challenges, learning, etc) and submit for review & approval;
Ensure that appropriate project data/information are properly collect, document and share to higher rank in collaboration with MEAL specialist;
Build the capacity of project staff on data management and report writing skill through technical assistance, coaching or/and facilitating relevant training;
Ensure that projects at the sub office level contribute to measuring impact and are in line with OWS DF’s strategic plan.
Document lessons learned and best practices & submit to Program team at the HQ for review.
Promotion and protection of OWS’s interest.
Regularly attend and coordinate with clusters at Zonal level.
Participate in various networks and collaboration with government and other relevant organizations related to the project for learning and experience sharing.
Support learning and experience sharing among partner organizations and stakeholders to ensure quality in implementation
Ensure that all cross cutting issues are mainstreamed in the programs;
Ensure that project staffs have a strong understanding of gender mainstreaming and that gender mainstreaming tools are effectively implemented across all projects
Adhere to HR policies and procedures such as Programme Participation Protection policy and Code of Conduct, Anti-Fraud policy.
Perform any other task as assigned by the line manage.

Job requirements

 

Qualifications and Experience:

MD/MPH/BSc in public health, nursing,
4 (four) years of relevant professional experience in a similar position
In depth knowledge and experience of health and nutrition programming in the humanitarian context essential.
In depth knowledge and experience of OTP, TSFP, IYCF-E and other key H&N components implementation
Ability to work within a team structure, flexible, and can cope with stressful workloads and working with limited resources.
Excellent interpersonal skills and ability to communicate with empathy and respect
Demonstrated team leadership skill
A good communication skill with fluency in written and spoken English.
Knowledge of community-based child protection approaches, preferably including experience in participatory approaches (PRA/PLA) and child participation methodologies.
Good IT skills including the use of Word and database software
Demonstrable ability to adapt to changing programme priorities and emergency priorities that may arise
Strong self-starter, able to take initiative and adapt to changing circumstances and priorities
Positive attitude towards community work with emphasis on the ability to learn from communities and support innovative approaches to problem solving

Desirable
Knowledge of internally displaced persons operations; knowledge of the area is an added advantage;
Experience in designing and facilitating training sessions;
Experience in working in an insecure environment
Knowledge of the Somali region socio-culture and local language where the post is located
