Job Description

MISSION AND MAIN ACTIVITIES

Participate in defining, planning and monitoring medical activities and programs in the field in accordance with ALIMA protocols as well as coordinate human and material related resources needed in order to ensure the quality of care provided by ALIMA, and guaranteeing the quality of healthcare in order to improve health conditions of the target population. :

  • In collaboration with the Project Coordinator and the rest of the team, the Medical Coordinator and MoH partners, defines, implements and monitors medical activities according to ALIMA project plan, standards and protocols.

  • Coordinates, assess and supervises the proper functioning of the medical, according to ALIMA protocols and procedures and through the correct compilation and analysis of medical data regarding patients’ health conditions.

  • Participates in the programs / project follow-up, supervises and ensures that medical activities objectives under his/her responsibility are achieved and report to the technical referent any problem arising in the service.

  • Participate in the development of the project policy, annual plan, project proposal, budget review and project reports to donors.

  • Prepares the medical orders needed to implement the medical activities under his/her responsibility, and identifies non-medical support needs (material, infrastructure, transport, etc.), reporting them to the line manager.

  • Supervise and ensure efficient management of the ALIMA field pharmacy and medical equipment with the Logistics area, and monitor consumption follow-up and preparation of medical orders to the Coordination to avoid stock shortages and provide drugs at all circumstances.

  • Coordinates and monitors the daily working plan of the team under his/her responsibility (absent personnel, vacations, tracking leaves …). Replaces a doctor if necessary and participates by taking shifts. Supervises an efficient management of the ALIMA field pharmacy and medical equipment, in conjunction with the Logistics area, and monitors consumption follow-up and preparation of drug orders to avoid stock shortages and provide drugs at all circumstances; also considers program directions and protocol changes.

  • Ensures an efficient pharmacy and medical equipment management and monitors the rational use of them, participate to international order for the pharmacy.

  • Plans and supervises, in close coordination with the HR department, the associated processes (recruitment, training, performance evaluation, development and internal communication) of the staff of the activity in order to ensure both the sizing and the amount of knowledge required, and to improve people capabilities.

  • Coordinates, supervises and gives support to the medical team members’ performance to improve the medical components of the project and ensures compliance with ALIMA protocols and standards as well as MoH (Ministry of Health) protocols

  • Participates in the monthly reports according to guidelines (i.e. Sitrep, medical statistical reports, etc.) and definition of annual planning, budget for the project

  • Report to the Medical Coordinator all medical issues concerning his/her field.

  • Implements the health policy for international and national staff; provides all prophylactic and preventive necessary measures, structures and emergency plans; manages any medical evacuation in order to ensure ALIMA staff health.

  • Identify needs and organize training of the medical staff of the project.

  • Monitor activity in the different medical specialties, as well as providing technical support to medical personnel through self-knowledge and policies. It includes monitoring and ensuring compliance with the protocols of ALIMA medical activities.

  • Coach and support the medical team members’ performance to improve the medical components of the project and ensure compliance with ALIMA protocols and standards as well as MOH protocols.

  • Be responsible, in collaboration with the Medical Activity Manager, for medical data analysis and reporting to the Medical Coordination in the capital, to ensure a proper monitoring of the program

  • Ensure regular contact with MoH, and other local medical actors (hospital weekly medical meeting, referral system within and outside the hospital, MOH staff follow up, etc.)

  • Define and implement the national health staff policy at country level.

  • Responsible for expat staff health at the field level, and medevac in case.

  • Participate in exploratory mission / launching of other ALIMA projects and define medical operational priorities when needed.

    Implementation of prevention measures against abuse of power, gender-based and sexual violence:

    • Participates in training and awareness sessions

    • Implements abuse prevention standards

    • Ensures that team members complete training and awareness sessions and follow abuse prevention rules

    • Helps create and maintain a nurturing and protective environment

Job Requirements

.

EXPERIENCE AND SKILLS

Training:

  • Essential Medical Doctor Degree

Experiences:

  • Essential minimum 2 years experiences as a medical doctor in medical activities related jobs and in Public health.

  • Experience in outbreak management and emergency response.

  • Working experience at management positions is essential.

  • Desirable working experience with International medical NGO in developing countries.

  • Working experience in nutritional projects is an asset.

  • Desirable: Experience in tropical medicine, or post-registration experience in Public Health, obs and gynae, paediatrics, A&E, infectious diseases, HIV/AIDS/STDs, TB, general practice, general medicine or minor surgery.

Skills:

  • Strong knowledge of health services management

  • Experience in team management and supervision

  • Autonomy and quick decision making at the medical level

  • Understanding of issues related to NGO emergency response

  • Knowledge of the different phases and requirements of project management

  • Good resistance to stress and good understanding of risky environments

  • English Speaking, reading and writing, mandatory. Knowledge of a local language (Somali and Oromo) is an asset

  • Essential computer literacy (word, excel, internet)

  • Negotiation skills

  • Strong interpersonal skills, team work
