Job Description

Médecins du Monde or Doctors of the World is an international humanitarian organization which provides emergency and long-term medical care to the world’s most vulnerable people.

Médecins du Monde (MDM) is operating in Ethiopia since 1986 in different types of health projects. MDM–France invites qualified candidates to apply for the following position:

Duty station: Ethiopia, Oromia Region -Chinaksen

Starting date: Immediately /ASAP

Employment Term: 6 Months with possibility of extension

Basic Salary: 67,392.00 ETB

Job Summary

The Program Manager oversees the implementation, follow up and supervision of the health program in Chineksen as per MdM standard requirements and procedures. She/he ensures close collaboration with the logistic and administrative departments and good team spirit.

Essential duties and responsibilities.

  • The Program Manager will be the responsible for the implementation, monitoring and supervision of MdM Program/Medical intervention in Chinaksen woreda. Key activities areas will include:
  • Support and lead the implementation of the project activities at Chinaksen woreda level.
  • Ensure that beneficiaries and local populations understand the project objectives and participate actively in their implementation.
  • Plan project activities in coordination with the team and ensure that activity timelines are met. In the event of serious delays in project implementation, he/she immediately informs the field coordinator and proposes solutions
  • Work in close collaboration with the Medical Coordinator to ensure the quality of the program and the services.
  • Ensure effective and efficient implementation of the health program activities, in the Health Centers (HCs), Health Posts (HPs) and the community (Volunteer & TBAs);
  • Monitor the healthcare situation in the areas of intervention, or any other areas upon request.
  • Ensure that all health and pharmacy activities at the field level meet national/WHO/ MdM standards as per protocols and guidelines and submit monthly health center pharmacy drug utilization report timely.
  • Oversee the management of the medical stock at the health facilities especially MCH to ensure that it complies with MdM and donor procedures.
  • Conduct regular field visits to ensure that supervisions of MCH/SRH, under five and vaccination outbreak and community activities and provide the feedback.
  • Ensure the availability of updated guidelines relevant to the activities in coordination with Medical Coordinator.
  • Ensure compliance with objectives defined in the project proposal/s;
  • Propose any revision or update of health activities when relevant with public health benefit or efficiency.
  • Ensure proper archiving of all the documents, tools and training materials produced in the context of project/s and ensures the availability of the verification sources mentioned in the proposals.
  • Participates in conduct of health needs assessments in close coordination and under the supervision of Field Coordinator / Medical Coordinator.
  • Participate in service mapping of health actors in MdM areas of operations, upon request from Field Coordinator.
  • Gives input and participates in reporting to internal and external reports, including donor reports. · Contribute to the development of new proposals.
  • Develop and maintain relationships with local government officials and partners. More specifically ensure close collaboration with the Woreda Health Office representatives; and with other (I)NGOs, donors, UN agencies, local government bodies.
  • Follow the guidance of the MedCo and MdM health Advisors regarding quality of care and ensure that technical guidelines/protocols are in place

Job Requirements

Technical Expertise, Skills and Knowle

Essential

  • Medical Doctor/Nurse/Midwife with experience in public health and project
  • Significant experience in similar positions, not less than 2 years
  • Experience in outbreak management and emergency response – Ability to have a global overview of a program (not only on medical plan)
  • Ability to take quick decisions according to the context in coordinator

  • Ability to manage a team and work in an international team –
  • Reactivity, anticipation, adaptability, capacity to take initiatives –
  •  Organizational skills – good writing and communication skills –
  • Ability to manage priorities –
  • Team spirit – Interest for Human Rights and International Humanitarian Law – Respectful of a very traditional

Languages

  • Fluent English essential, including good English writing skills
  • Amharic and Afan Orormo is essential
  • French: an asset
