Since two years, countries in the ESA region have experienced an alarming increase in the number of new, or re-emerging humanitarian emergencies, including public health (including Ebola, Crimean Congo hemorrhagic fever, yellow fever, wild poliovirus, and Cholera), armed conflicts and natural disasters emergencies.
UNICEF ESAR has prioritized the critical need to support countries to rapidly scale up capacity to prevent, mitigate, and manage ongoing and anticipated emergencies as well as to enhance capacity for preparedness and response to these emergencies.
The purpose of this external announcement is to attract suitable Nutrition Specialist – Nutrition information system candidates interested in working in any of the countries within UNICEF’s East and Southern Africa region to respond to emergencies for the next 36 months. 1. Establish and maintain an information management system to facilitate humanitarian information exchange and promote data and information standards.
Provides technical assistance to the review of the national nutrition information system in collaboration with MOH and the relevant cluster/sector partners. Identifies the pathway for enhanced linkage between the nutrition strategic plan and reporting mechanism and the emergency nutrition information system. Where appropriate, designs a roadmap for integration of the emergency nutrition information system within the relevant sector specific information systems.
2. Working closely with the nutrition team to collect, analyze and synthesize emergency nutrition information to facilitate program development
Supports regular collection of data through monthly administrative reporting system, as well as through periodic surveys like SMART surveys and nutrition assessments in discussion and collaboration with cluster partners. Supports timely analysis and syntesis of the nutrition information as an input for timely action. Supports national and sub-national collation of the nutrition information in a format that allows smooth analysis through existing mechanisms including the IPC AMN (Integrated Phase Classification for Acute Malnutrition), as well as NutriDash
3. Support planning and undertaking nutrition assessments and surveys, including screening data, and identify potential missed opportunities.
Provides technical assistance on planning and designing nutrition surveys, quality assurance of the data collection and analysis of the results. Identifies missed opportunities for data analysis and triangulation and develops systems to bridge gaps in data and information
4. Support drafting of quality and regular national and sub-national emergency nutrition situation updates
In collaboration with relevant team members and the nutrition cluster, drafts synthesis report on the emergency nutrition situation using the latest available data and information. Ensures triangulation of data, as well as analysis of key drivers for malnutrition within the synthesis. Anticipates information needs of decision makers to ensure the situation report provides quality information to allow timely decision making
5. Support mapping of geographical coverage (and functionality) of nutrition and health service sites in collaboration with country offices
Provides technical support for measurement of direct and indirect coverage of programs to the extent resources allow. Facilitates continued analysis of functionality of services, and supports comparison of service availability against the hotspot areas with anticipated high caseload
6. Generate information, maintain and update the nutrition emergency Dashboard
Supports the design of nutrition dashboard, and regular updating and presentation of the dashboard to inform timely action in line with the findings indicated within the dashboard
7. Identify nutrition information gaps and needs and how they should be addressed.
In collaboration with the nutrition cluster/sector partners, map availability of data sources against required data to inform quality emergency nutrition response including monitoring against the SPHERE and other national and international standards. Identifies information gap and proposes how the gap could be addressed
8. Support in maintaining the supply and logistics information systems.
Supports cluster/sector partners and UNICEF to generate, utilize and maintain information on supply and logistics, including effective use of logistics management information system. Supports the development of follow up tools for supply pipeline monitoring, as well as findings of supply end-user monitoring
9. Support national and sub-national level training on nutrition information system and related topics. Adopt existing training modules and provide training and expertise on key information management tools
Identifies capacity gaps on the nutrition information system at national and sub-national level. In collaboration with cluster/sector partners, facilitates capacity strengthening action including provision of tools, training, on the job mentoring and review meetings aimed at improving the overall nutrition information system
10. In consultation with UNICEF nutrition team including the cluster/sector coordination team engage with food security and nutrition working groups to enhance the quality of emergency nutrition data analysis and inputs within the joint analysis of the national and sub-national working groups
Actively participates in sector coordination forums, nutrition information groups as well as relevant food security working groups. Facilitates sharing of data and analysis, triangulation of information within and across sectors and geographic areas to determine the situation and likely forecasted projections as well as the performance of relevant programs, including programs that are key determinants to wasting
11. Support to improve reporting of MUAC screening (routine and campaign) to effectively use CDC tools that allow calculation of proxy-SAM and GAM
In collaboration with the cluster/sector team and MOH, devise mechanism to improve the quality of screening data through use of standardised tools, training on correct measurement, recording and reporting. Support MOH and partners on analysis of screening data including trend analysis, proxy-GAM/SAM and timely decision making.
12. Provide remote and in-person IM support as requested by MOH and implementing partners at national and sub-national levels
Facilitates identification of IM support needs, and provides on-the job support (remote or in person) on information management at national and sub-national levels to MOH or implementing partners
- Advanced university degree in Public Health and Nutrition, Child Development, Water Sanitation, Public Administration, Social Policy, Social Development, Community Development, or other relevant disciplines.
- Five years of professional work experience at the national and international levels in planning, programming, implementation monitoring and evaluation of technical cooperation programmes related to Health and Nutrition. Professional work experience in a managerial position, or a technical expert position in child survival & development, health and nutrition care.
- Developing country work experience (for IP) or field work experience (for NO)
- Background/familiarity with Emergency.
- Fluency in verbal and written English and/or French (depending on the country office’s official language). Knowledge of another UN language or a local language is an asset
