Since two years, countries in the ESA region have experienced an alarming increase in the number of new, or re-emerging humanitarian emergencies, including public health (including Ebola, Crimean Congo hemorrhagic fever, yellow fever, wild poliovirus, and Cholera), armed conflicts and natural disasters emergencies.

UNICEF ESAR has prioritized the critical need to support countries to rapidly scale up capacity to prevent, mitigate, and manage ongoing and anticipated emergencies as well as to enhance capacity for preparedness and response to these emergencies.

Purpose

The purpose of this external announcement is to attract suitable HIV/AIDS Specialist candidates interested in working in any of the countries within UNICEF’s East and Southern Africa region to respond to emergencies for the next 36 months. How can you make a difference?

Responsible for the development, planning, implementation, monitoring and evaluation of emergency HIV/AIDS programmesas part of the work of the sexual and reproductive health (SRH) subgroup of the health cluster/sector response mechanism with possible contribution in other sectors especially around HIV prevention.

Job Description

Key activities & duties
  • Support UNICEF’s response in HIV/AIDS (prevention, testing, treatment and care) as part of the overall health cluster/sector coordination mechanism including participation in the HIV/AIDS or SRH working group and other cluster groups as appreciate.
  • Support the implementation of HIV/AIDS interventions in accordance with standards such as the IASC guidelines for addressing HIV in emergency settings.
  • Participate in rapid needs assessments for HIV/AIDS as part of the overall health sector needs assessment and intersectoral assessments.
  • Participate in the engagement of affected population especially children, adolescents and women in designing and implementing relevant interventions
  • Contribute to UNICEF’s and the health cluster/sector response strategy, work planning and contingency planning processes integrating components for HIV/AIDS with other sectors to ensure mainstreaming of particular activities.
  • Work with Global Fund, PEPFAR or other national supply management programs and support the UNICEF office and Supply Division to provide essential drugs, diagnostics and materials to government and NGO partners for HIV/AIDS
  • Provide technical support to UNICEF and partners including contributing to the development of or sharing relevant standards, protocols, guidelines and training materials for HIV/AIDS.
  • Contribute to resource mobilization efforts including preparation of emergency funding appeals for UNICEF and  cluster/sector mechanisms.
  • Conduct/participate in joint field visits and evaluations with relevant sector/cluster partners and donors.
  • Contribute relevant information on HIV/AIDS for UNICEF’s situation reports, advocacy notes and other products.
  • Contribute to the development and effective roll out of social behaviour change communication materials for HIV/AIDS testing, prevention and care in collaboration with UNICEF SBC and the RCCE/SBC WG.
  • Support reestablishment and enhancement of a sustainable decentralized public health system for HIV/AIDS services at community and health facility level.
  • Monitor the coverage of key HIV/AIDS interventions among the beneficiary population and share information for internal communication and external coordination.
  • Prevention and testing: Children, adolescents and women have access to information and services for HIV prevention, including HIV testing
  • Access to HIV treatment: Children, adolescents and women living with HIV access sustained care and treatment service
  • Community engagement for behavior and social change: At-risk and affected populations have timely access to culturally appropriate, gender- and age-sensitive information and interventions, to improve prevention practices, care and treatment.

Job Requirements

Education-

  • Advanced university degree in one or more of the disciplines: public health, HIV/AIDS, medicine/nursing, or a field relevant to international development assistance in HIV/AIDS.

Work Experience- 

  • At least five to eight years of relevant professional work experience in HIV in emergency settings.
  • Knowledge and experience of working with international and national technical partner agencies.

Language Requirement:-

  • Fluency in verbal and written English and/or French (depending on the country office’s official language).
  • Good written and spoken skills in the language of the humanitarian operation in country of assignment and knowledge of another UN language or a local language is an asset.
