Consultant on COVID 19 vaccine support activities – Project Hope Vacancy Announcement

Project HOPE is an international NGO of more than 500 engaged employees and hundreds of volunteers who work in more than 25 countries, responding to the world’s most pressing global health challenges.

Project HOPE has planned to coordinate vaccine promotion & demand creation activities in collaboration with Addis Ababa, Amhara, Oromia, Gambela, Southern Nations Nationalities Peoples (SNNP), Sidama & Southwest Ethiopia Peoples (SWEP)regional health bureaus. To achieve this, Project HOPE is seeking the service of consultants to support COVID 19 vaccine promotion and provision activities in the above PEPFAR supported regions.

POSITION TITLE:  Consultant on COVID 19 vaccine support activities

REPORTS TO:  Respective Project HOPE Regional Technical Advisors

TOTAL NUMBER OF CONSULTANTS REQUIRED:

1. One for Amhara region basing in Bahir Dar.
2. One for Addis Ababa region basing in Addis Ababa.
3. One for Oromia region basing in Addis Ababa
4. One for SNNP region basing in Hawassa town.
5. One for Sidama region basing in Hawassa town
6. One for SWEP region basing in Tercha town.
7. One for Gambella region basing in Gambella town.

DURATION OF CONTRACT: 45 working days starting from February 20, 2023

Purpose of the assignment

The purpose of this consultancy is to provide TA for all regional Health Bureaus and local implementing partners (LIP) on COVID 19 vaccine demand creation activities through implementation of community-based mass education, distribute flyers, prepare audio visual education materials, support RHBs on rollout of integrated vaccine services and provide logistic support on vaccine transportation activities within the regions.

Objectives

• Support the national and regional coordination and implementation efforts of COVID 19 vaccine provision.
• Develop and transmit awareness creation messages on the importance and safety of COVD 19 vaccine for target populations (PLHIV, individuals with comorbidities, youth and older people).
• Address misconceptions and other barriers/believes on COVID 19 vaccine through provision of context specific health educations.
• Support RHBs in the documentation of lessons and post campaign performance report compilations.
• Develop different SBCC materials (both print and AV) for target beneficiaries.
• Support respective structures to ensure availability of vaccines.

Specific Roles of the Technical Consultant

• Work closely and in collaboration with project HOPE central technical team and regional technical advisors to achieve the planned objectives.
• Work closely and in collaboration with respective regional health bureaus & implementing partners.
• Prepare base line data on uptake of COVID 19 vaccine among C-DSDM and other community-based case management service beneficiary PLHIVs in collaboration with LIPs.
• Develop different messages, flyers, audio visual education materials on COVID 19 vaccine for target groups.
• Develop responses and guides for frequently asked questions on COVID 19 vaccine.
• Support transmission of mass awareness creation messages on COVID 19 vaccines using mobile vans or vehicles with microphone.
• Support LIPs on implementation of COVID 19 vaccine demand creation activities.
• Support RHBs on facilitation of trainings on COVID 19 vaccine.
• Support RHBs on transporting vaccines through arranging vehicles or covering transportation costs.
• Support RHBs in planning, coordination and monitoring of integrated COVID 19 vaccine activities.
• Support RHBs in the documentation of lessons and post campaign performance report compilations.
• Prepare and submit detailed work plan for the specific activities with time frame for approval by the immediate supervisor, conduct proper documentation of the implementation of mentioned activities.
• Prepare and submit weekly or biweekly and monthly performance reports on the consultancy activities to the Project HOPE regional technical advisers/care and treatment team.
• Prepare & submit an overall final high quality activity report to project HOPE HIV prevention and treatment program director.
• The consultants are expected to schedule and hold frequent virtual and in-person meetings with project HOPE technical staffs during the period of the consultancy.

Deliverables

• Ready to use COVID 19 vaccine audio-visual education messages.
• Ready to use flyers, frequently asked question guides distributed to target individuals.
• Documented activity performance reports including post campaign performance report.
• Compiled data on number of vaccinated among the target communities.
• COVID- 19 vaccine acceptance education materials distributed to service users.
• Documented final high quality performance reports on COVID vaccine training, IEC/BCC materials distribution and other COVID 19 vaccine activities undertaken.

Qualifications

• Candidates for this Consultancy position should hold a Minimum of Bachler degree in health (Medical doctor, health officer or BSc in nursing) and master’s degree in public health is desirable.
• Minimum of five years’ work experience.
• Knowledge & Experience of working on COVID 19 prevention, treatment & vaccine   delivery activities is critical.
• Experience in developing different SOPs, manuals, job aids and IEC/BCC materials.
• Experience of supporting previous COVID 19 vaccine rollout campaigns.
• Prior experience of working with national or regional vaccine delivery programs and structures is desirable.
• Prior experience in PEPFAR programming & working with different NGOs is preferable.
• Have relevant Training on COVID 19 prevention and control activities including COVID 19 vaccine provision and provision of Trainings in these areas.
• Appropriate experience in preparation and documentation of performance reports.
